World Bank2025-07-232025-07-232025-07-23https://hdl.handle.net/10986/43481This report proposes a comprehensive reform agenda of five connected policy packages. The first two packages aim to support private sector development and competitiveness and, as a result, promote the creation of productive jobs. Package 1 seeks to strengthen the enabling environment for the private sector, while Package 2 acknowledges the importance of infrastructure to Viet Nam’s growth and vulnerability to climate change. The next two packages look to create a more skilled workforce, with everyone having equal opportunities to develop such skills. Package 3 recognizes the central role for a skilled workforce but also the need for complementary policies addressing care responsibilities and resilience, while Package four advances policies for equity to ensure that all households benefit from Viet Nam’s transition towards high-income. Finally, Package 5 responds to the changing role of the state in Viet Nam as well as implementation impediments by modernizing institutions. This foundational set of institutional policies underpins the effectiveness of the other four packages.en-USCC BY-NC 3.0 IGOECONOMIC GROWTHCLIMATE ACTIONDECENT WORKCOMPREHENSIVE REFORM AGENDAPRIVATE SECTOR DEVELOPMENTHIGH-INCOME TRANSITIONViet Nam RisingReportWorld BankPathways to High Income Futurehttps://doi.org/10.1596/43481
