World Bank2014-07-182014-07-182008-09-29https://hdl.handle.net/10986/18919The purpose of this note is to highlight the key findings of an assessment of non-tariff measures (NTMs) on goods trade in the East African Community (EAC), and identify priorities for a second stage of work focused on practical steps toward reducing and eliminating these NTMs. This synthesis report is prepared in response to EAC's request for a phased technical assistance from the World Bank. Its objectives are to choose NTMs with high impact on inter-member trade out of the range of NTMs identified in the region; improve the understanding of their persistence over time; and, devise practicable implementation plans for their 'removal.' In concrete steps towards establishing a free trade area (FTA), the EAC has already made remarkable progress on reducing eliminating tariffs on traded goods since 2005. The remaining internal tariff walls are to be eliminated by 2010. There is increasing need for the kind of analysis requested by EAC where the regional economic community (REC) wide internal trade liberalization has allowed considerable reduction/elimination of tariffs, but would be offset by NTMs. This, in turn would significantly delay the establishment of the EAC common market.en-USCC BY 3.0 IGOACCIDENTSACTUAL VALUEAD VALOREMADMINISTRATIVE PROCEDURESAGRICULTURAL PRODUCTSAGRICULTUREALCOHOLIC BEVERAGESAPPARELBARRIERS TO TRADEBILATERAL TRADEBILATERAL TRADE DATABONDSBORDER TRADEBUSINESS ENVIRONMENTCAPACITY BUILDINGCARSCDCOMMITTEE ON TRADECOMMON MARKETCOMMON TRADE POLICYCOMPETITIVENESSCONGESTIONCONSUMERSCOUNTERFEIT GOODSCROSS-BORDER TRADECURRENCYCURRENT ACCOUNTCUSTOMSCUSTOMS ADMINISTRATIONCUSTOMS DUTIESCUSTOMS FORMALITIESCUSTOMS OFFICERSCUSTOMS UNIONDEEPER TRADE INTEGRATIONDEMAND ELASTICITYDEVELOPING COUNTRIESDOMESTIC CONSUMPTIONDOMESTIC GOODSDOMESTIC INDUSTRIESDOMESTIC MARKETDOMESTIC SUPPORTDRIVERSDRIVINGECONOMIC OUTCOMESEUROPEAN UNIONEXPORT DIVERSIFICATIONEXPORT MARKETEXPORT MARKETSEXPORT PROCESSINGEXPORT PROCESSING ZONESEXPORT PRODUCTSEXPORT PROMOTIONEXPORT PROMOTION AGENCIESEXPORT RESTRAINTSEXPORT VALUEEXPORTSEXTERNAL MARKETSEXTERNAL TARIFFFOREIGN COMPETITIONFOREIGN DIRECT INVESTMENTFREE TRADEFREE TRADE AREAFREE TRADE IN GOODSFREIGHTFREIGHT STATIONFUELFUELSGDPGENERAL AGREEMENT ON TARIFFSGENERALIZED SYSTEM OF PREFERENCESGOVERNMENT REGULATIONSGROSS DOMESTIC PRODUCTIMPORT LICENSINGIMPORT LICENSING PROCEDURESIMPORT REQUIREMENTSIMPORT RESTRICTIONSIMPORTSINDUSTRIAL PRODUCTIONINSPECTIONINTERNAL MARKETINTERNAL TRADEINTERNAL TRADE LIBERALIZATIONINTERNATIONAL STANDARDSINTERNATIONAL TRADEINVENTORYJOURNEYLDCSLEGAL FRAMEWORKLESS DEVELOPED COUNTRIESMARKET ACCESSMARKET DEVELOPMENTMARKET SIZEMOBILITYMONOPOLIESMONOPOLYMOST FAVORED NATIONMULTILATERAL OBLIGATIONSMUTUAL RECOGNITIONMUTUAL RECOGNITION PRINCIPLENATIONAL INCOMENATIONAL INFRASTRUCTURENATIONAL REGULATIONSNON-TARIFF BARRIERSOPEN REGIONALISMOPENNESSPETROLEUM PRODUCTSPOLICEPOLITICAL ECONOMYPOPULATION GROWTHPREFERENTIAL BASISPREFERENTIAL TARIFFPRESENT VALUEPROTECTIONISMQUANTITATIVE RESTRICTIONSRAILRAIL NETWORKRAIL NETWORKSRAIL ROUTESRAIL TRANSPORTRAILROADSRAILWAYSREGIONAL TRADEREMEDIESRESTRICTIVE PRACTICESRESTRICTIVE TRADE PRACTICESROADROUTEROUTESSAFETYSAFETY ISSUESSAFETY STANDARDSTARIFF BARRIERSTARIFF EQUIVALENTTARIFF EQUIVALENTSTARIFF LINETARIFF LINESTARIFF PROTECTIONTARIFF REDUCTIONTARIFF REFORMTECHNICAL ASSISTANCETECHNICAL BARRIERSTECHNICAL REGULATIONSTOURISMTRADE CLASSIFICATIONTRADE CONTROL MEASURESTRADE DATATRADE FACILITATIONTRADE FLOWSTRADE IN GOODSTRADE IN SERVICESTRADE INTEGRATIONTRADE LIBERALIZATIONTRADE PATTERNTRADE POLICYTRADE ROUTESTRADE TAXESTRADE VALUETRAINSTRANSITTRANSIT ROUTESTRANSPARENCYTRANSPORTTRANSPORT CORRIDORSTRANSPORT COSTSTRANSPORT EQUIPMENTTRANSPORT INFRASTRUCTURETRANSPORTATIONTRANSPORTATION CORRIDORSTRUCKSVALUE OF EXPORTSVEHICLEWORLD PRICESWORLD TRADEWORLD TRADE ORGANIZATIONWTONon-Tariff Measures on Goods Trade in the East African Community : Synthesis Report10.1596/18919
