This Creative Economy Diagnostic and Roadmap analyzes the structure and performance of the sector, identifying creative strongholds in audiovisual and media, music, performing arts, and crafts, while highlighting systemic barriers including limited finance, weak infrastructure, data gaps, and fragmented governance. Drawing on fieldwork, surveys, and international benchmarking, it proposes phased reforms to strengthen policy coordination, intellectual property systems, digital monetization, creative infrastructure, and access to finance. The report outlines short-, medium-, and long-term actions to formalize enterprises, catalyze private investment, and build a resilient, inclusive creative ecosystem, with a detailed value chain analysis of the music industry as a strategic case.en-USCC BY-NC 3.0 IGOECONOMIC GROWTHDECENT WORKCREATIVE ECONOMYVALUE CHAIN ANALYSISSTRATEGIC DIRECTIONSOPPORTUNITIESSYSTEMIC BARRIERSUnlocking Sierra Leone’s Creative Future: Creative Economy Diagnostic and Road MapReportWorld Bank
