The result of this shift has been impressive: enrollment in tertiary education increased by 30 percent in the last 3 years. The project has contributed to improved access to tertiary education for the poor through three direct outcomes: 1) the availability of student loans for low-income students was markedly improved by the project; 2) the support to doctoral programs has dramatically increased the number of Colombian doctoral students and programs; and 3) the institutional capacity of the Ministry of Education has increased substantially.CC BY 3.0 IGOACCESS TO TERTIARY EDUCATIONACHIEVEMENTSADDITIONAL RESOURCESCAREERCAREERSCOURSE OFFERINGSDEVELOPING COUNTRIESDISADVANTAGED STUDENTSDOCTORAL PROGRAMSDOCTORAL STUDENTSDROP OUT RATESDROP-OUT RATESECONOMIC DEVELOPMENTEDUCATION POLICYEDUCATION PROGRAMSEDUCATIONAL POLICYEMPLOYMENTENROLLMENT RATESEQUITABLE ACCESSFEESGOOD QUALITY TERTIARY EDUCATIONGRADUATE DEGREESGRADUATION RATESHIGH-INCOME STUDENTSHIGHER EDUCATIONHIGHER EDUCATION RANKINGSHUMAN CAPITALHUMAN DEVELOPMENTIMPROVING ACCESSINFORMATION SYSTEMSINFORMATION TECHNOLOGYINNOVATIVE POLICIESINSTITUTIONAL DEVELOPMENTLABOR MARKETLOW-INCOME STUDENTSMINISTRY OF EDUCATIONPROFESSORSQUALITY ASSURANCESIGNIFICANT CHALLENGESSTUDENT AIDSTUDENT ASSISTANCESTUDENT GUIDANCESTUDENT LOANSTUDENT LOAN PROGRAMSTUDENT LOAN SCHEMESTUDENT LOANSTERTIARY EDUCATIONTERTIARY EDUCATION INSTITUTIONTERTIARY EDUCATION INSTITUTIONSTERTIARY ENROLLMENTTERTIARY LEVELTUITIONUNDERGRADUATE PROGRAMSUNIVERSITIESUNIVERSITY ADMINISTRATORSUNIVERSITY DEGREESColombia - Assisting Talented Students from Low-income Families Attend Tertiary EducationColombia - Apoyando a estudiantes de familias de bajos ingresos a acceder a la educacion superiorWorld Bank10.1596/10303
