This report is a compilation of three separate sector studies, covering education, health, and social protection. Notwithstanding that each study focuses on progress achieved in distinct areas, a number of cross cutting themes permeate the different chapters. The main cross-cutting threads can be summarized as follows: (i) overall public spending on human development is low given the needs of the population and is highly dependent on donor financing for a large number of activities, a situation that entails risks to sustainability and future development; (ii) intra sectoral allocation is not sufficiently pro-poor; (iii) resource allocation is inequitable; (iv) inefficiency in public expenditures, with large shares of funds going to overhead; leakage of wage funds; and low value for money; and (v) severe lack of data and capacity to monitor and analyze developments.en-USCC BY 3.0 IGOACCESS TO EDUCATIONACCESS TO QUALITY SCHOOLINGACCESS TO SCHOOLSACCOUNTABILITYADOLESCENTSAPPROPRIATIONSBASIC PACKAGEBASIC SCHOOLINGBUDGET EXECUTIONBUDGET TRANSFERSCHILD EDUCATIONCHILD MALNUTRITIONCIVIL SERVICECIVIL SERVICE AGENCYCLASS SIZECLASSROOMCLASSROOM MANAGEMENTCLASSROOMSCOMMUNITY SCHOOLSCOMPULSORY BASIC EDUCATIONCOST PER STUDENTDISTRICT EDUCATIONDONOR SUPPORTDROPOUT RATEEARLY CHILDHOODEARLY CHILDHOOD EDUCATIONEDUCATION ATTAINMENTEDUCATION EXPENDITUREEDUCATION EXPENDITURESEDUCATION FOR ALLEDUCATION INVESTMENTSEDUCATION MANAGEMENTEDUCATION MATERIALSEDUCATION OFFICESEDUCATION POLICYEDUCATION REFORMEDUCATION SECTOREDUCATION SPENDINGEDUCATION SYSTEMEDUCATION SYSTEMSEDUCATIONAL OUTCOMESEDUCATIONAL SERVICESEDUCATORSENROLLMENT OF GIRLSENROLLMENT RATEENROLLMENT RATESEQUAL ACCESSEQUITABLE ACCESSEXTERNAL AIDFEMALE ENROLLMENTFEMALE STUDENTSFEMALE TEACHERSFINANCE MINISTRYFINANCIAL ACCOUNTABILITYFINANCIAL MANAGEMENTFIRST GRADEFISCAL POLICYGENDER DISPARITIESGENDER EQUALITYGENDER GAPGENDER PARITYGENERAL EDUCATIONGERGIRLSGIRLS IN SCHOOLGOVERNMENT EXPENDITURESGOVERNMENT POLICYGOVERNMENT SPENDINGGROSS DOMESTIC PRODUCTGROSS ENROLLMENTGROSS ENROLLMENT RATEGROSS ENROLLMENT RATESGROSS ENROLLMENT RATIOHEALTH EXPENDITURESHEALTH FINANCINGHEALTH SECTORHEALTH SERVICESHEALTH SPENDINGHIGH SCHOOLHIGHER EDUCATIONHIGHER EDUCATION INSTITUTIONSHUMAN DEVELOPMENTIMPROVEMENT OF EDUCATIONIMPROVEMENT OF EDUCATION QUALITYINSTRUCTIONINTERVENTIONSJUNIOR SECONDARYJUNIOR SECONDARY EDUCATIONJUNIOR SECONDARY LEVELSJUNIOR SECONDARY SCHOOLLEADERSHIPLEARNINGLEARNING MATERIALSLEARNING OUTCOMESLEVEL OF EDUCATIONLEVEL OF PUBLIC SPENDINGLEVELS OF EDUCATIONLITERACYMINISTRY OF FINANCENATIONAL BUDGETNATIONAL INCOMENATIONAL PENSION SCHEMENATIONAL SCHOOLNERNET ENROLLMENTNET ENROLLMENT RATIONET ENROLLMENT RATIOSNUMBER OF TEACHERSNUTRITIONOFFICIAL SCHOOL AGEOLDER CHILDRENOUT-OF-SCHOOL CHILDRENPHYSICAL INFRASTRUCTUREPOST-CONFLICT SITUATIONPOVERTY REDUCTIONPOVERTY REDUCTION STRATEGYPRIMARY EDUCATIONPRIMARY EDUCATION BUDGETPRIMARY ENROLLMENTPRIMARY GROSS ENROLLMENTPRIMARY GROSS ENROLLMENT RATIOPRIMARY LEVELPRIMARY LEVELSPRIMARY SCHOOLPRIMARY SCHOOLSPRIVATE SCHOOLSPROGRAMSPUBLIC EDUCATION SPENDINGPUBLIC EXPENDITUREPUBLIC EXPENDITURE MANAGEMENTPUBLIC EXPENDITURE ON EDUCATIONPUBLIC EXPENDITURE REVIEWPUBLIC EXPENDITURES ON EDUCATIONPUBLIC HEALTHPUBLIC PRIMARY SCHOOLSPUBLIC SCHOOLSPUBLIC WORKSQUALIFIED TEACHERSQUALITY EDUCATIONQUALITY OF EDUCATIONQUALITY OF LIFERECURRENT EXPENDITUREREPEATERSREPETITION RATESRESOURCES FOR EDUCATIONRURAL AREASSANITATIONSCHOOL AGE CHILDRENSCHOOL CENSUSSCHOOL CENSUSESSCHOOL CONSTRUCTIONSCHOOL DROPOUTSCHOOL ENROLLMENTSCHOOL ENVIRONMENTSCHOOL FEEDINGSCHOOL LEVELSCHOOL LEVELSSCHOOL SETTINGSSCHOOL SIZESCHOOL SYSTEMSCHOOL YEARSCHOOLINGSCHOOLSSECONDARY EDUCATIONSECONDARY SCHOOLSHARE OF EDUCATION BUDGETSKILLED WORKERSSKILLS TRAININGSOCIAL DEVELOPMENTSOCIAL EQUITYSOCIAL INSURANCESOCIAL PROTECTIONSOCIAL PROTECTION SECTORSOCIAL SAFETY NETSSOCIAL SECURITYSOCIAL WELFARESTUDENT LEARNINGSTUDENT POPULATIONSTUDENT SCORESSTUDENT TEACHER RATIOSTUDENT-TEACHER RATIOSTUDENT-TEACHER RATIOSTEACHERTEACHER DEVELOPMENTTEACHER TRAININGTEACHERSTEACHINGTEACHING QUALITYTEXTBOOKTEXTBOOKSTRAINING OF PERSONNELTRAINING OPPORTUNITIESTRANSPARENCYUNEQUAL ACCESSUNIVERSAL PRIMARY COMPLETIONUNIVERSAL PRIMARY EDUCATIONVOCATIONAL EDUCATIONVULNERABLE CHILDRENVULNERABLE GROUPSYOUNG PEOPLEYOUTHLiberia - Public Expenditure Review : Human DevelopmentWorld Bank10.1596/12313
