If schools have enough operational autonomy to manage their financial and human resources, then they can become accountable to their clients, namely their students and their families and, as a result, increase the probability of improving student learning (Barrera, Fasih and Patrinos, 2009). Since SBM encompasses diverse practices and policies applied in different forms in many countries in the world, the World Bank has initiated the design of SBM indicators that could be of use to governments to identify and implement practices and policies that increase autonomy and accountability and, by inference, induce the education system to produce better learning outcomes (World Bank, 2007; Patrinos, 2010).en-USCC BY 3.0 IGOACADEMIC FREEDOMACADEMIC INSTITUTIONSAGREEMENTS WITH TRADE UNIONSAIDASSESSMENT METHODSBLOCK GRANTSBOARD OF EDUCATIONCIVIL SERVICECLASSROOMCLASSROOM MANAGEMENTCLASSROOM VISITSCOMMUNITIESCOMPETITIVE SALARIESCORE CURRICULUMCURRICULADECENTRALIZATIONDECISION MAKINGDEGREESDISADVANTAGED GROUPSECONOMICS OF EDUCATIONEDUCATION AUTHORITIESEDUCATION BUDGETEDUCATION DATAEDUCATION DECENTRALIZATIONEDUCATION INSTITUTIONSEDUCATION LEVELEDUCATION LEVELSEDUCATION OFFICIALSEDUCATION POLICIESEDUCATION POLICYEDUCATION QUALITYEDUCATION SECTOREDUCATION SYSTEMEDUCATION SYSTEMSEDUCATIONAL ASSESSMENTSEDUCATIONAL AUTHORITIESEDUCATIONAL EXPENDITURESEDUCATIONAL INFRASTRUCTUREEDUCATIONAL INSTITUTIONSEDUCATIONAL PERFORMANCEEDUCATIONAL STANDARDSEDUCATIONAL SYSTEMELECTIVE COURSESELEMENTARY SCHOOLSEMPLOYMENTENROLLMENTEXAMEXAMSFEMALE TEACHERSFINANCIAL AUDITSFORMAL EDUCATIONAL INSTITUTIONSGENDERGRADE CYCLEHUMAN DEVELOPMENTHUMAN RESOURCESLEADERSHIPLEARNING OUTCOMESLETLEVEL OF EDUCATIONLIBRARIESMANUALSMINISTRY OF EDUCATIONMUNICIPAL SCHOOLNATIONAL ASSESSMENTSNATIONAL EDUCATIONNATIONAL EXAMINATIONSNATIONAL LIBRARYNEW ENTRANTSPARENT PARTICIPATIONPARENTAL PARTICIPATIONPARTICIPATION OF PARENTSPEDAGOGICAL PRACTICESPEDAGOGYPOOR PEOPLEPOST SECONDARY EDUCATIONPOST-SECONDARY EDUCATIONPRIMARY SCHOOLPRIMARY SCHOOL LEVELPRIMARY SCHOOL STUDENTSPRIMARY SCHOOLSPRIMARY STUDENTPRIVATE SCHOOLSPROFESSIONAL CAPACITYPROFESSIONAL DEVELOPMENTPROFESSIONAL GROWTHPROFESSIONAL QUALIFICATIONSPROFESSIONAL STANDARDSPROVIDERS OF EDUCATIONPROVISION OF EDUCATIONPUBLIC EDUCATIONPUBLIC SCHOOLSQUALITY OF EDUCATIONQUALITY OF EDUCATION STATISTICSREADINGRESEARCHERSRURAL AREASSCHOOL ACTIVITIESSCHOOL AUTONOMYSCHOOL BOARDSSCHOOL BUDGETSSCHOOL CLIMATESCHOOL COUNCILSCHOOL COUNCILSSCHOOL CURRICULASCHOOL CURRICULUMSCHOOL DATASCHOOL DECISIONSCHOOL DIRECTORSSCHOOL EDUCATIONSCHOOL ENVIRONMENTSCHOOL FINANCESCHOOL FUNDINGSCHOOL GOVERNANCESCHOOL INFRASTRUCTURESCHOOL INSPECTIONSSCHOOL LEVELSCHOOL LEVELSSCHOOL MANAGEMENTSCHOOL MANAGEMENT REFORMSCHOOL MATERIALSSCHOOL OPERATIONSSCHOOL PERFORMANCESCHOOL PERSONNELSCHOOL SITESSCHOOL STAFFSCHOOL SYSTEMSCHOOL SYSTEMSSCHOOL YEARSCHOOLINGSCHOOLSSECONDARY EDUCATIONSECONDARY SCHOOLSECONDARY SCHOOL STUDENTSSECONDARY SCHOOLSSERVICE TRAININGSOCIAL INCLUSIONSOCIAL MOBILITYSOCIETYSPECIAL EDUCATIONSPECIAL EDUCATION NEEDSSTAFF SALARIESSTANDARDIZED ASSESSMENTSTANDARDIZED ASSESSMENTSSTANDARDIZED TESTSSTUDENT ASSESSMENTSTUDENT ASSESSMENTSSTUDENT COSTSSTUDENT ENROLLMENTSTUDENT LEARNINGSTUDENT LEARNING OUTCOMESSTUDENT LEAVESSTUDENT PERFORMANCESTUDENT POPULATIONSUPERVISION OF SCHOOLSTEACHERTEACHER EVALUATIONTEACHER EVALUATIONSTEACHER INCENTIVESTEACHER MOTIVATIONTEACHER PERFORMANCETEACHER QUALITYTEACHER SALARIESTEACHER SELECTIONTEACHER TRAININGTEACHER TRAINING PROGRAMSTEACHERSTEACHINGTEACHING METHODTEST SCORESTRAINING NEEDSVOCATIONAL SCHOOLSWORTHYOUNG PEOPLESchool Autonomy and Accountability in Context : Application of Benchmarking Indicators in Selected European Countries10.1596/21548
