The paper proposes a conceptual framework to assess how green transition policies influence people through changes in prices, production, and jobs. The paper reviews country case studies of SPL programs designed to protect people exposed to the potential negative impacts of the green transition, to prepare workers for green jobs and to promote environmentally sustainable livelihoods.
