World Bank2014-09-152014-09-152013https://hdl.handle.net/10986/20145This report presents an analysis of the Early Childhood Development (ECD) programs and policies that affect young children in Nigeria and recommendations to move forward. This report is part of a series of reports prepared by the World Bank using the SABER-ECD framework and includes analysis of early learning, health, nutrition and social and child protection policies and interventions in Nigeria, along with regional and international comparisons. Data on ECD policies and programs were collected through the SABER-ECD exercise in Bauchi, Ekiti, Kwara, and Oyo states. The SABER-ECD initiative is designed to enable ECD policy makers and development partners to identify opportunities for further development of effective ECD systems. This Country Report presents a framework to compare Nigeria s ECD system with other countries in goals and corresponding nine policy levers are examined in detail and some policy options are identified to strengthen ECD services that are offered. Table 15 summarizes the key policy options identified to inform policy dialogue and improve the provision of essential ECD services in Nigeria to ensure that all young children have a strong start in life and the opportunity to reach their full potential.en-USCC BY 3.0 IGOADOLESCENT HEALTHADOLESCENT MOTHERSAGEDANTENATAL CAREANTENATAL VISITSARMED CONFLICTBABIESBASIC EDUCATIONBIRTH REGISTRATIONBREAST MILKBREAST MILK SUBSTITUTESBREASTFEEDINGCAPACITY BUILDINGCARE FOR CHILDRENCAREGIVERSCENSUSESCHILD ABUSECHILD CARECHILD CARE CENTERSCHILD DEVELOPMENTCHILD HEALTHCHILD MORTALITYCHILD PROSTITUTIONCHILD PROTECTIONCHILDCARECHILDREN WITH DISABILITIESCLASSROOMSCOMMUNITY DEVELOPMENTCONVENTION ON THE RIGHTS OF THE CHILDCURRICULUMDEVELOPMENT POLICYDIETDISABILITIESDISEASESDISSEMINATIONDOMESTIC VIOLENCEEARLY CHILD CAREEARLY CHILD DEVELOPMENTEARLY CHILDHOODEARLY CHILDHOOD CAREEARLY CHILDHOOD DEVELOPMENTEARLY CHILDHOOD EDUCATIONEARLY INTERVENTIONEARLY LEARNINGECCEECDECD POLICIESECD PROGRAMSEDUCATION SECTOREDUCATION SYSTEMSEDUCATIONAL SERVICESEFFECTIVE POLICIESEMERGENCY SITUATIONSENROLLMENTENROLLMENT RATEEQUITABLE ACCESSESSENTIAL HEALTH SERVICESEXISTING RESOURCESFAMILIESFAMILY CAREFAMILY HEALTHFINANCIAL COMMITMENTFOOD SUPPLEMENTSFORMAL EDUCATIONFOSTER FAMILIESFREE BASIC EDUCATIONGENDERGLOBAL HEALTHGOVERNMENT SUPPORTGROSS NATIONAL INCOMEGROWTH MONITORINGHEALTH CENTERSHEALTH FACILITIESHEALTH INTERVENTIONSHEALTH POLICIESHEALTH POLICYHEALTH SECTORHEALTH SERVICESHEALTHCARE PROVIDERSHIVHOLISTIC DEVELOPMENTHOME VISITINGHOME VISITSHOSPITALHOSPITALSHUMAN DEVELOPMENTHYGIENEILLNESSIMMUNIZATIONIMMUNIZATIONSIMPACT ON CHILDRENINFANTINFANT FEEDINGINFANT MORTALITYINFANTSINFORMATION CAMPAIGNSINFORMATION SYSTEMINFORMATION SYSTEMSINTEGRATED ASSESSMENTINTERNATIONAL COMPARISONSINTERVENTIONIODINE DEFICIENCYIRONLANGUAGE SKILLSLAWSLEADING CAUSESLEARNINGLEARNING MATERIALSLEGAL STATUSLEVEL OF DEVELOPMENTLEVEL OF EDUCATIONLIFE CYCLELIVE BIRTHSLOCAL AUTHORITIESLOCAL COMMUNITIESLOCAL COMMUNITYLOCAL DEVELOPMENTLOCAL GOVERNMENTSLOW BIRTH WEIGHTMALARIAMALNUTRITIONMANDATESMARKETINGMATERNAL HEALTHMATERNAL HEALTH SERVICESMATERNITY LEAVEMINISTRIES OF HEALTHMINISTRY OF EDUCATIONMINISTRY OF HEALTHMORTALITYMOTHERMOTHER-TO-CHILDMOTHER-TO-CHILD TRANSMISSIONNATIONAL AUTHORITIESNATIONAL COMMITTEENATIONAL HEALTH POLICYNATIONAL LAWSNATIONAL LEVELNATIONAL LEVELSNATIONAL PLANNATIONAL PLAN OF ACTIONNATIONAL POLICYNATIONAL POPULATIONNEWBORNSNON-FORMAL EDUCATIONNUMBER OF BIRTHSNUMBER OF CHILDRENNURSERY SCHOOLSNURSESNUTRITIONNUTRITION EDUCATIONNUTRITIONAL STATUSORPHANSOUTREACH ACTIVITIESPARENTAL LEAVEPARENTINGPATERNITY LEAVEPHYSICAL DEVELOPMENTPOLICY DEVELOPMENTPOLICY DIALOGUEPOLICY FRAMEWORKPOLICY GOALSPOLICY LEVERPOLICY MAKERSPOOR FAMILIESPOPULATION COMMISSIONPOPULATION GROUPSPOPULOUS COUNTRYPRACTITIONERSPREGNANCYPREGNANT WOMENPRENATAL NUTRITIONPREPRIMARY EDUCATIONPRESCHOOL EDUCATIONPRESCHOOL PROGRAMSPRIMARY HEALTH CAREPRIMARY HEALTHCAREPRIMARY SCHOOLPRIMARY SCHOOLSPROGRESSPROSTITUTIONPUBLIC HEALTHPUBLIC HEALTH PROBLEMQUALITY ASSURANCEQUALITY CONTROLQUALITY OF SERVICESREFERRAL SYSTEMREGULATORY FRAMEWORKSREPRODUCTIVE HEALTHRESOURCE MOBILIZATIONRIGHTS OF CHILDRENRURAL AREASRURAL POPULATIONSSANITATIONSANITATION FACILITIESSECONDARY SCHOOLSERVICE DELIVERYSERVICE DELIVERY PERSONNELSERVICE PROVIDERSSERVICE PROVISIONSERVICES FOR CHILDRENSKILLED ATTENDANTSKILLED ATTENDANTSSOCIAL DEVELOPMENTSOCIAL WELFARESOCIOECONOMIC STATUSSPECIAL NEEDSSTATE GOVERNMENTSTEACHER RATIOTUBERCULOSISUNIVERSAL BASIC EDUCATIONUNIVERSAL PRIMARY EDUCATIONURBAN AREASVACCINESVIOLENCEVITAMIN A DEFICIENCYVULNERABLE FAMILIESWATER RESOURCESWORKERSYOUNG CHILDYOUNG CHILDRENFederal Republic of Nigeria Early Childhood Development : SABER Country Report 201310.1596/20145
