World Bank2014-01-302014-01-302013https://hdl.handle.net/10986/16724East Asia and the Pacific is a particularly diverse region. It includes some of the largest and most populated countries in the world such as China and Indonesia as well as small Pacific islands. Over the past decade, there has been a growing interest in undertaking reforms to strengthen social protection systems in the region, not only as crisis response tools. The primary objective of this study is to provide a comparative review of the financing, structure and performance of social protection programs in the East Asia region. The region is very diverse and this study seeks to enhance understanding of regional expenditure patterns in social protection, and to provide insights in the performance of social assistance programs in particular. Regional studies of this kind are challenging for a number of reasons, and this particular study was no exception. The performance of social assistance programs will be measured in terms of coverage, targeting accuracy, generosity of the benefit levels and impacts on poverty and inequality. The report uses data from household surveys to assess the performance of social assistance programs. There are, however, some important data related caveats to keep in mind when interpreting the results.en-USCC BY 3.0 IGOABSOLUTE POVERTYADMINISTRATIVE COSTSADMINISTRATIVE SYSTEMSAGGREGATE BUDGETAGRICULTURAL PRODUCTIONAGRICULTURAL WORKERSANNUAL BUDGETANNUAL REPORTANNUITYBENEFICIARIESBUDGET ALLOCATIONBUDGET ALLOCATIONSBUDGET TRANSFERSBUDGETARY EXPENDITURECAPITAL ACCUMULATIONCASH BENEFITSCASH TRANSFER PROGRAMSCASH TRANSFERSCHILD ALLOWANCECHILD ALLOWANCESCHRONIC POORCHRONIC POVERTYCIVIL SERVANTSCIVIL SERVICECOMMODITY PRICESCOMPETITIVENESSCOMPTROLLER GENERALCONDITIONAL CASH TRANSFERSCONDITIONALITIESCONSUMERSCOUNTRY PROGRAMSDATA COLLECTIONDISASTER RELIEFDISTRIBUTION OF BENEFITSDONOR FUNDINGECONOMIC GROWTHECONOMIES OF SCALEEDUCATION SERVICESENERGY SUBSIDIESEXPENDITURE DATAEXPENDITURE LEVELSEXPENDITURE PLANEXPENDITURESEXTERNAL SHOCKSFAMILY ASSISTANCEFARMERSFINANCIAL CRISESFINANCIAL CRISISFINANCIAL RESOURCESFISCAL CAPACITYFISCAL SUSTAINABILITYFOOD INSECURITYFOOD SECURITYFOOD STAMPSFOOD SUBSIDIESFOOD TRANSFERSFORMAL PENSION SYSTEMSGOVERNMENT BUDGETGOVERNMENT EXPENDITUREGOVERNMENT SPENDINGHEALTH CAREHEALTH CLINICSHEALTH INSURANCEHEALTH SERVICESHIGHER INEQUALITYHOUSEHOLD INCOMEHOUSEHOLD PARTICIPATIONHOUSEHOLD SURVEYHOUSEHOLD SURVEYSHUMAN CAPITALHUMAN DEVELOPMENTIMPACT ON POVERTYIN KIND TRANSFERSINCIDENCE ANALYSISINCOMEINCOME DISTRIBUTIONINCOME SUPPORTINDIVIDUAL SHOCKSINEQUALITYINSURANCEINSURANCE PREMIUMSINSURANCE SCHEMESINSURANCE SYSTEMMALNUTRITIONMARKET ECONOMIESMEANS TESTINGMEANS TESTSMEDICAL TREATMENTMINISTRY OF FINANCEMITIGATIONMUNICIPALITIESNATIONAL INCOMENATURAL DISASTERNATURAL DISASTERSNATURAL RESOURCESNET SPENDINGNUTRITIONNUTRITIONAL STATUSOIL PRODUCTSOLD AGEPENSION SCHEMEPENSION SYSTEMSPERFORMANCE INDICATORSPOORPOOR AREASPOOR CHILDRENPOOR FAMILIESPOOR HOUSEHOLDSPOOR INDIVIDUALSPOOR PAYPOVERTY GAPPOVERTY IMPACTPOVERTY INCIDENCEPOVERTY INDEXPOVERTY INDICATORSPOVERTY LINESPOVERTY RATESPOVERTY REDUCTIONPOVERTY REDUCTION PROGRAMSPOVERTY THRESHOLDPRIVATE SECTORPRIVATE TRANSFERSPROGRAM DESIGNPROGRAM MIXPROGRAM PARTICIPATIONPROGRAM PERFORMANCEPROGRAM STRUCTUREPUBLIC EXPENDITUREPUBLIC HEALTHPUBLIC RESOURCESPUBLIC SCHOOLSPUBLIC SECTORPUBLIC SECTOR EMPLOYEESPUBLIC SPENDINGPUBLIC TRANSPORTPUBLIC WORKSPUBLIC WORKS PROGRAMSREVENUE GROWTHRISK MANAGEMENTROAD MAINTENANCERURALRURAL AREASRURAL SERVICESCHOOL ATTENDANCESCHOOL ENROLLMENTSCHOOL FEEDINGSCHOOL MANAGEMENTSELF TARGETINGSERVICE DELIVERYSOCIAL ASSISTANCESOCIAL ASSISTANCE PROGRAMSSOCIAL ASSISTANCE RESOURCESSOCIAL ASSISTANCE SPENDINGSOCIAL IMPACTSSOCIAL INDICATORSSOCIAL INSURANCESOCIAL INSURANCE COVERAGESOCIAL INSURANCE PROGRAMSSOCIAL PENSIONSSOCIAL PROGRAMSSOCIAL PROTECTIONSOCIAL PROTECTION INTERVENTIONSSOCIAL PROTECTION MECHANISMSSOCIAL PROTECTION POLICIESSOCIAL PROTECTION POLICYSOCIAL PROTECTION PROGRAMSSOCIAL PROTECTION SECTORSOCIAL PROTECTION STRATEGYSOCIAL PROTECTION SYSTEMSSOCIAL RISKSOCIAL RISK MANAGEMENTSOCIAL SECURITYSOCIAL SECURITY COVERAGESOCIAL SECURITY SCHEMESOCIAL SECURITY SYSTEMSOCIAL SERVICESSOCIAL SPENDINGSOCIAL WELFARESPENDING LEVELSSSNSTATE BUDGETSTATE ENTERPRISESSUPPORT NETWORKSSURVIVOR BENEFITSTARGETED POVERTY REDUCTION PROGRAMSTARGETED TRANSFERSTARGETINGTARGETING MECHANISMSTAX REVENUESTEMPORARY EMPLOYMENTTRANSFER AMOUNTSTRANSITION ECONOMIESUNEMPLOYED PERSONSUNEMPLOYMENTUNEMPLOYMENT BENEFITUNEMPLOYMENT BENEFITSUNIVERSAL ACCESSVULNERABILITY PROFILESVULNERABLE GROUPSVULNERABLE HOUSEHOLDSWARWORK PROGRAMZAKATA Diverse and Dynamic Region : Taking Stock of Social Assistance Performance in East Asia and the PacificWorld Bank10.1596/16724
