World Bank2025-10-282025-10-282025-10-01https://hdl.handle.net/10986/43907This report assesses the current state of renewable energy development in the EAP region, focusing on China, Indonesia, Vietnam, and the Philippines (the “focus countries”). These countries were selected based on their large and growing energy demand, projected economic growth, historical reliance on coal power generation, power sector emissions, and renewable energy resource potential. The report aims to: assess the role of the EAP region and more specifically the focus countries in the clean energy transition; identify the renewable energy potential vis-a vis current state of installed capacity and scale-up required to achieve countries’ targets; and provide critical and pragmatic policy recommendations to accelerate reliance on renewable generation without impacting energy security. The recommendations incorporate consultations with private sector developers and financiers operating in the region as well as global best practices. The analysis identifies four priority actions: (1) Modernize power system planning to align with electrification trends, industrial decarbonization, and climate resilience needs, (2) De-risk investments through transparent procurement, predictable tariff frameworks, and bankable power purchase agreements, (3) Upgrade transmission infrastructure and develop markets for energy storage and ancillary services to integrate variable renewables, and (4) Mobilize capital at scale by leveraging public, private, and concessional finance, and expanding access to carbon markets.en-USCC BY-NC 3.0 IGORENEWABLE ENERGYVARIABLE RENEWABLE ENERGY (VRE)VRE DEPLOYMENTDecarbonizing the Power Sector in East Asia: Unlocking Investments to Empower Low-Carbon Growth and CompetitivenessReportWorld Bank
