Countries around the globe collected data to design policies that would mitigate the negative effects of COVID-19. From the past experiences of the Great Influenza (1918), SARS (2002), and MERS (2012), global leaders were aware of the importance of international cooperation and ICT (Information and Communication Technology) for coping with the new SARS-Cov-2 virus since early 2020.
