The central task for the energy sector is to meet demands for electricity in sufficient quantity and of an acceptable quality, in as commercially and financially efficient a way as possible. Several issues arise if this task is to be accomplished in the short and medium term. They are: optimizing power investments; financing the investments that must be made; implementing the reforms in the power industry and restructuring EVN; improving access and service quality; and addressing shortcomings in pricing and tariffs. This study discusses the first of these issues, though inevitably there is some overlap. The study has four specific objectives: (1) to inform decisions about technology choices; (2) to inform decisions on energy and energy sector policy; (3) to inform the energy sector planning process; and (4) to inform the internal discussion within the Bank on how Vietnam's energy sector development can be assisted.en-USCC BY 3.0 IGOACIDACID RAINAIRALTERNATIVE ENERGYAMBIENT CONDITIONSANTHRACITEAPPROACHASHASH CONTENTAVAILABILITYBALANCEBIOMASSBIOMASS COLLECTIONBIOMASS COMBUSTIONBITUMINOUS COALBITUMINOUS COALSBOILERBOILER DESIGNBOILERSBORDER PRICESBURNERSCALCULATIONCALORIFIC VALUECARBONCARBON ACCOUNTINGCARBON CAPTURECARBON EMISSIONSCARBON TAXCEMENTCERTIFIED EMISSION REDUCTIONCLCLEAN COALCLEAN COAL TECHNOLOGYCLIMATECLIMATE CHANGECOCO2CO2 FLUXCOALCOAL BED METHANECOAL BLENDCOAL BLENDINGCOAL BOILERSCOAL COMBUSTIONCOAL CONSUMPTIONCOAL EXPORTSCOAL FLOWCOAL GASIFICATIONCOAL GENERATIONCOAL INDUSTRYCOAL PARTICLESCOAL PLANTSCOAL PROPERTIESCOAL QUALITYCOAL RESERVESCOAL RESOURCESCOAL SUPPLYCOAL TECHNOLOGIESCOAL TYPECOAL USECOALSCOMBUSTIONCOMBUSTION EFFICIENCYCOMBUSTION TURBINECONSTRUCTION COSTCONVECTIONCONVENTIONAL BOILERCONVENTIONAL BOILERSCONVENTIONAL ENERGYCORROSIONCOST OF WIND POWERCRUDE OILCRUDE OIL PRICEDEMAND ELASTICITYDEMAND FOR ELECTRICITYDEMAND FOR POWERDIESELDOMESTIC COALDOMESTIC GASDOMESTIC SUPPLYELECTRIC SUPPLYELECTRIC UTILITYELECTRICITYELECTRICITY CONSUMPTIONELECTRICITY PRICESELECTRICITY SALESEMISSIONEMISSION FACTORSEMISSION GROWTHEMISSION REDUCTION UNITSEMISSION STANDARDSEMISSIONSEMISSIONS FACTORSENERGY GENERATIONENERGY MARKETSENERGY OUTLOOKENERGY PLANNINGENERGY PRICESENERGY REQUIREMENTENERGY SOURCESFLAME STABILITYFLUE GASFLUE GAS DESULFURIZATIONFOSSILFOSSIL FUELFOSSIL FUEL PRICESFOSSIL FUELSFRAMEWORK CONVENTION ON CLIMATE CHANGEFUELFUEL COSTSFUEL EXTRACTIONFUEL OILFUEL PRICEFUEL PRICESFUEL QUALITYFUEL SUPPLYFUELSGASGAS COMBUSTIONGAS CONSUMPTIONGAS FIELDSGAS PRICEGAS PRICESGAS PROJECTSGAS RESOURCESGAS SUPPLIESGAS SUPPLYGAS TRANSMISSIONGAS TURBINEGAS TURBINESGASIFICATIONGCMGENERATIONGENERATION CAPACITYGHGGLOBAL ENVIRONMENT FACILITYGREENHOUSEGREENHOUSE GASGREENHOUSE GAS EMISSIONSGREENHOUSE GASESGROSS DOMESTIC PRODUCTHEATHEAT RATESHEAT VALUEHIGH ELECTRICITY DEMANDHYDROPOWERINCINERATIONIPCCLANDFILLLANDFILL GASLIMESTONELIQUEFIED NATURAL GASLNGLOAD FACTORLOW-SULFURMOISTURE CONTENTNATURAL GASNATURAL GAS CONSUMPTIONNOXNUCLEAR FUELNUCLEAR INDUSTRYNUCLEAR PLANTSNUCLEAR POWERNUCLEAR POWER PLANTSNUCLEAR POWER UNITSNUCLEAR REACTORNUCLEAR UNITSOILOIL DEMANDOIL IMPORTSOIL PRICEOIL PRICESOIL PRODUCTIONOIL RESERVESOILSPEAK DEMANDPEAK LOADPETROLEUMPETROLEUM EXPORTING COUNTRIESPETROLEUM PRODUCTSPHOTOVOLTAICSPIPELINEPLANT EFFICIENCYPLANT OPERATIONPOLLUTANTSPOWERPOWER CAPACITYPOWER COMPANYPOWER COSTSPOWER DEMANDPOWER GENERATIONPOWER GENERATION CAPACITYPOWER GENERATION EXPANSIONPOWER INDUSTRYPOWER INVESTMENTSPOWER PLANTPOWER PLANTSPOWER PRODUCERPOWER SECTORPOWER SECTOR PLANNINGPOWER SYSTEMPOWER SYSTEM PLANNINGPRICE ELASTICITYPRICE OF COALPRICE OF GASPRICES OF COALPUBLIC UTILITIESRECOVERABLE RESERVESRENEWABLE ENERGYRENEWABLE ENERGY DEVELOPMENTRENEWABLE ENERGY RESOURCESRENEWABLE ENERGY SUPPLYRENEWABLE ENERGY TECHNOLOGIESRENEWABLE GENERATIONRETROFITTINGRICE STRAWRURAL ELECTRIFICATIONSMALL HYDROPOWERSO2SPOT MARKETSPOT PRICESTEAM COALSTEAM CONDITIONSSUBCRITICAL PLANTSSUBCRITICAL STEAMSULFURSULFUR CONTENTSUPPLY CURVESUPPLY CURVESTAX CREDITTHERMAL ENERGYTHERMAL POWERTHERMAL POWER PLANTTHERMAL UNITTRANSMISSION CONSTRAINTSTURBINESTYPES OF COALSUNDERGROUND COALURANIUMUREAUTILITY COMPANYVANADIUMVOLATILE MATTERVOLTAGEWATER QUALITYWINDWIND DATAWIND POWERWIND PROJECTSWIND RESOURCEWOOD WASTESVietnam Power Sector : Generation OptionsWorld Bank10.1596/12860
