As part of this strategy, the Government of Azerbaijan (Government) has undertaken major capital improvements on the major arterial road network. However, the secondary and local roads continue to be underfunded, and a large rehabilitation backlog has been accumulating in recent years. Deferred maintenance leads to a future burden of more expensive rehabilitation and road reconstruction: for every US$1 in deferred maintenance, there is an associated US$4 cost to road-users. To avoid such a scenario, the Government needs: (i) to devise an institutional and financing framework that provides adequate funding for maintenance and rehabilitation; and (ii) to finance capital improvements on key priority roads. The objectives of this study are: (i) to identify the weaknesses and challenges confronting the sustainability of road maintenance and rehabilitation; (ii) to determine to what extent these factors are linked to particular institutional and financing arrangements; and (iii) to assess how these factors can be resolved. The study makes a series of recommendations aimed at improving the management and financing of the road sector in Azerbaijan.en-USCC BY 3.0 IGOACCESSIBILITYACCESSIBILITY INDICATORSACCIDENT RATESACCIDENTSARTERIAL ROADARTERIAL ROAD NETWORKARTERIAL ROADSASPHALTAUTOMOBILEAVERAGE CAR OWNERSHIPAVERAGE DAILY TRAFFICAXLE LOADAXLE LOADSBASIC ACCESSBRIDGEBRIDGESCAPACITY BUILDINGCARCARGOCONCESSIONSCORE ROAD NETWORKCORE ROADSCOST EFFECTIVENESSCOSTS OF ROAD USECOUNTERPARTCRACKINGDEDICATED ROADDEVELOPMENT ACTIVITIESDIESELDRIVERSDRIVINGECONOMIC DEVELOPMENTEMISSIONSEXCISE TAXFATALITIESFEASIBILITY STUDIESFEASIBILITY STUDYFINANCING OF ROADSFRAMEWORKFREE ROADSFREIGHTFREIGHT MARKETFUELFUEL EXCISE TAXESFUEL LEVIESFUEL TAXFUEL TAX RATESFUEL TAXESGASOLINEGASOLINE EXCISEGPSHEAVY TRAFFICHEAVY TRUCKSHIGH TRAFFIC VOLUMESHIGHWAYHIGHWAY ADMINISTRATIONHIGHWAY AUTHORITYHIGHWAY IMPROVEMENTHIGHWAY PROJECTHIGHWAY PROJECTSHIGHWAYSINFRASTRUCTURE CHARGINGINFRASTRUCTURE DEVELOPMENTINFRASTRUCTURE INVESTMENTINFRASTRUCTURESINSPECTIONINTERNATIONAL AIRPORTINTERNATIONAL DEVELOPMENTINTERNATIONAL EXPERIENCEINTERNATIONAL RELATIONSINTERNATIONAL ROADSINTERNATIONAL ROUGHNESS INDEXINTERNATIONAL TRANSITINTERNATIONAL TRANSPORTLAND ACQUISITIONLANESLOCAL CONTRACTORSLOCAL ROADSLOCAL TRANSPORTMAIN ROADMAIN ROADSMAINTENANCE PARTSMAJOR ROADSMEANS OF TRANSPORTMECHANIZATIONMEETINGMEMBER STATESMINISTRY OF TRANSPORTMODAL SHIFTMOTOR VEHICLESMOTORWAY NETWORKMOTORWAYSNATIONAL TRAFFICO&MOVERLAYPASSENGERPASSENGER TRAVELPAVED ROADSPAVEMENT DESIGNPAVEMENT STRENGTHPAVEMENTSPERIODIC MAINTENANCEPIERSPOOR ROADPOTHOLESPRIVATE ROADSPROJECT IMPLEMENTATIONPROJECT MANAGEMENTPUBLIC ROADSRAILWAYSRECONSTRUCTIONREHABILITATIONROADROAD ADMINISTRATIONROAD AGENCIESROAD AGENCYROAD AGENCY COSTSROAD CAPACITYROAD CATEGORIESROAD CLASSROAD CLASSIFICATIONROAD CONDITIONSROAD CONSTRUCTIONROAD DENSITYROAD DESIGNROAD DESIGN STANDARDSROAD DESIGNSROAD DETERIORATIONROAD EXPENDITURESROAD FUNDROAD FUND REVENUESROAD FUNDSROAD IMPROVEMENTSROAD INFRASTRUCTUREROAD INVESTMENTROAD INVESTMENTSROAD LINKSROAD MAINTENANCEROAD MAINTENANCE ACTIVITIESROAD MAINTENANCE WORKSROAD MANAGEMENTROAD NETWORKROAD NETWORKSROAD PAVEMENTROAD PROJECTSROAD ROUGHNESSROAD SAFETYROAD SECTORROAD STRUCTURESROAD SURFACEROAD TAXROAD TOLLSROAD TRAFFICROAD TRANSPORTROAD TRANSPORT SERVICESROAD WORKSROAD-USERROAD-USER CHARGESROADSROADWAYROUGHNESSROUGHNESS MEASUREMENTROUTEROUTINE MAINTENANCERURAL ACCESSRURAL AREASRURAL DEVELOPMENTRURAL INFRASTRUCTURERURAL TRANSPORTRURAL TRANSPORT INFRASTRUCTURERUT DEPTHSECONDARY ROADSSPOT IMPROVEMENTSSTATE HIGHWAYSTRATEGIC PLANNINGTAXTOLLTOLL ROADTOLL ROADSTOLLSTRAFFICTRAFFIC COMPOSITIONTRAFFIC CONTROLTRAFFIC COUNTTRAFFIC COUNTINGTRAFFIC DATATRAFFIC DEMANDTRAFFIC GROWTHTRAFFIC INFORMATIONTRAFFIC LEVELTRAFFIC POLICETRAFFIC PROJECTIONSTRAFFIC VOLUMETRANSITTRANSIT CORRIDORSTRANSPORT CHOICESTRANSPORT CORRIDORSTRANSPORT COSTSTRANSPORT INVESTMENTSTRANSPORT SECTORTRANSPORTATIONTRANSPORTATION OFFICIALSTRANSPORTATION PERFORMANCEUNIVERSITIESUNPAVED ROADSURBAN ROADURBAN ROADSUSER COSTSVEHICLEVEHICLE FLEETVEHICLE INSPECTIONVEHICLE OWNERSHIPVEHICLE REGISTRATIONVEHICLE REGISTRATION FEESVEHICLE-KILOMETERSVEHICLESImproving the Sustainability of Road Management and Financing in AzerbaijanWorld Bank10.1596/12246
