This methodology is tested through a pilot survey in East Asia and Central America. The paper is structured in the following way: (i) the first part highlights the link between good governance practices and the performance of tertiary institutions (ii) the second part introduces the analytical approach underpinning the governance dimensions of the benchmarking tool and the specific indicators that could be used to develop relevant governance databases; (iii) the third and final part presents the results of two pilot surveys carried out by the World Bank in the East Asia and Central America regions in relation to the governance of the tertiary education systems and institutions of the countries concerned.en-USCC BY 3.0 IGOacademic autonomyAcademic Excellenceacademic freedomacademic programsacademic qualificationsAcademic Rankingacademic staffAccountabilityaccreditationaccreditation systemadmission policiesallocating public resourcesAmerican universitiesAnti corruptionanticorruptionauthorityaverage performancebiologyblock grantsbudget managementcapacity of tertiary education institutionschemistrycivic engagementCivil serviceCollegesconstitutioncorruptioncountry characteristicscourse contentcurriculumdecentralizationdecision-makingdecision-making processesDecreesdegree of autonomydegree programsdevelopment goalseconomic developmenteconomic growtheducation governanceeducation policyeducation servicesEducational DevelopmentEducational Planningemploymentenrollment levelsexpenditureexpendituresFederal governmentfinancial auditsfinancial autonomyfinancial marketsfinancial resourcesfinancial rewardsfree public educationgood governancegovernance dimensionsgovernance indicatorsgovernance performanceGovernance Qualitygovernance reformGovernance reformsgovernment agencyGovernment authorityGovernment Fundinggovernment officialsgovernment regulationsgovernment's policyhigher educationhigher education developmentHigher Education FinanceHigher Education FundingHigher Education Institutionshigher education lawHigher Education Managementhigher education systemHigher education systemsHuman Developmenthuman resourcehuman resource managementhuman resourcesincomeinstitutional autonomyinstitutional capacityinstitutional performanceInternational Higher Educationinternational levelKnowledge SocietyLabor marketleading public universitieslearninglegal frameworkliteraturelow income countriesmanagement of universitiesmathematicsmeasuring governancemeritocracyministry of educationMinistry of Financenational levelnational objectivesnational Tertiary Education Authoritiesnationsoccupationsorganizational autonomypapersParliamentperformance criteriaperformance measuresperformance of tertiary education institutionsphysicsPolicy Analysispolicy reformpoor governancepoor performancepost-secondary institutionsprimary goalprivate institutionsprivate tertiary educationprivate tertiary education institutionsprivate universitiesprofessional standardsprofessorspublic agencypublic fundingpublic fundspublic institutionspublic policypublic subsidiespublic tertiary educationpublic tertiary education institutionspublic universitiespublic] Universityquality assurancequality assurance systemsregulatory frameworkregulatory frameworksrepresentativesresearch capacityresearch grantsresearch outputresearch performanceResearch Reportresearch universitiesresearchersresource allocationresource mobilizationscholarsService Deliverysocial outcomesStudent AchievementTeacherteachingtechnical assistancetechnology transferTertiary Educationtertiary education developmenttertiary education institutiontertiary education managementtertiary education policiestertiary education sectortertiary education systemTertiary Education Systemstertiary institutiontertiary institutionstertiary systemstransparencytuitiontuition feesuniversity autonomyUniversity facultyuniversity governanceUniversity leaderuniversity leadersuniversity staffBenchmarking the Governance of Tertiary Education Systems10.1596/21588
