World Bank2014-08-252014-08-252003-07https://hdl.handle.net/10986/19644The monitoring and evaluation approach advocated in this report uses both qualitative, and quantitative techniques to improve the quality of rural electricity projects. The participatory method spans a variety of well-established qualitative methods, including focus group discussions, pocket voting, and other participatory tools. Community members take an active role in project design, implementation, and evaluation, giving their preferences and opinions in all stages of the project. The survey approach is a mo re quantitative approach, involving the use of questionnaires, random samples of populations, and formal interviews. Inherent in the framework proposed by this report is the evaluation of potential project design approaches, and project impacts on all segments of the target population, including different gender, and social groups.
