World Bank2012-06-152012-06-152006-06https://hdl.handle.net/10986/8159The objectives of this Public Expenditure Review (PER) update are to analyze public expenditures of the overall budget and the agriculture sector in greater detail. The authorities prepared sectoral PER of the agriculture and natural resources sectors in 2001. The second chapter of this PER update is a partial update of the 2001 sectoral PER. It focuses only on the agriculture sector and excludes the natural resource sectors, and it does not analyze the sector strategy or the latest sector developments. The macroeconomic environment continued on its stable path in recent years. The authorities have gradually tightened fiscal and monetary policies since the economic downturn in 2002, resulting in a resumption of growth, lowering of inflation, and stabilization of the exchange rate. The authorities are currently developing the agriculture sector strategy. This should be based on a comprehensive analysis of the latest sector developments, including identification of key sector constraints.en-USCC BY 3.0 IGOACCOUNTINGADMINISTRATIVE CLASSIFICATIONAGGREGATE SPENDINGARREARSAUDIT OFFICEBANK LENDINGBANK LOANBANK LOANSBASIC SOCIAL SERVICESBROAD MONEYBUDGET ALLOCATIONBUDGET ALLOCATIONSBUDGET CLASSIFICATIONBUDGET DATABUDGET EXECUTIONBUDGET OUTTURNBUDGET PREPARATIONBUDGET PREPARATION CYCLEBUDGET REPORTBUDGET REQUIREMENTBUDGET SUPPORTCAPITAL EXPENDITURESCAPITAL INFLOWCAPITAL INFLOWSCAPITAL INVESTMENTCAPITAL INVESTMENTSCAPITALIZATIONCASH TRANSFERCENTRAL BANKCENTRAL GOVERNMENTCIVIL SERVANTSCIVIL SERVICECIVIL SERVICE REFORMCIVIL SOCIETY ORGANIZATIONSCOMMERCIAL BANKSCONTINGENT LIABILITYCOSTS OF GOVERNMENTCOUNTERPART FUNDINGCOUNTRY RISKCREDIT ARRANGEMENTSCREDIT ASSOCIATIONCREDIT LINECURRENCYCURRENT ACCOUNT DEFICITDATA AVAILABILITYDEBT BURDENDEBT DYNAMICSDEBT PROJECTIONSDEBT RELIEFDEBT SERVICEDEBT SERVICESDEBT SOURCEDEBT STOCKDECENTRALIZATIONDECONCENTRATIONDEFAULTSDEPOSITSDEVELOPING COUNTRIESDEVELOPMENT BANKDIRECT LOANSDISBURSEMENTDISBURSEMENTSDISCOUNT RATEDISCOUNT RATESDOMESTIC BORROWINGDOMESTIC DEBTDOMESTIC GOODSDOMESTIC INTEREST RATESDOMESTIC MARKETDOMESTIC REVENUEDOMESTIC SAVINGSDOMESTIC TAXECONOMIC CLASSIFICATIONECONOMIC DOWNTURNECONOMIC GROWTHEQUIPMENTEQUIPMENTSEQUITY INVESTMENTEQUITY INVESTMENTSEXCHANGE RATEEXPENDITURESEXPORT COMPETITIVENESSEXPORTEREXPORTERSEXTERNAL FUNDINGFARMING HOUSEHOLDFARMING HOUSEHOLDSFINANCIAL MANAGEMENTFINANCIAL MANAGEMENT CAPACITYFINANCIAL MANAGEMENT INFORMATIONFINANCIAL MANAGEMENT INFORMATION SYSTEMFINANCING REQUIREMENTSFISCAL BALANCEFISCAL BURDENFISCAL CONSOLIDATIONFISCAL CONSTRAINTFISCAL COSTFISCAL DEFICITFISCAL DISCIPLINEFISCAL PERFORMANCEFISCAL POLICIESFISCAL POLICYFOREIGN CAPITALFOREIGN DIRECT INVESTMENTFOREIGN DIRECT INVESTMENTSGOVERNMENT BORROWINGGOVERNMENT BUDGETGOVERNMENT DEBTGOVERNMENT EXPENDITURESGOVERNMENT FINANCEGOVERNMENT GUARANTEEGOVERNMENT GUARANTEESGOVERNMENT INTERVENTIONSGOVERNMENT POLICYGOVERNMENT SPENDINGGOVERNMENT SUPPORTGROWTH RATEHEALTH SECTORHEALTH SERVICESHUMAN RESOURCEINCIDENCE ANALYSESINFLATIONINFLATION RATEINFLATIONARY PRESSUREINFORMAL CREDITINSTRUMENTINTEREST PAYMENTSINTEREST RATES ON GOVERNMENT SECURITIESINTERNATIONAL MARKETSINTERNATIONAL TRADEINVESTMENT LOANISSUANCEISSUANCE OF TREASURY BILLSLEGISLATIVE FRAMEWORKLEVEL OF DEBTLOANLOCAL COUNCILSLOCAL GOVERNMENTLOCAL GOVERNMENT FINANCELOCAL GOVERNMENTSMACROECONOMIC CRISISMACROECONOMIC ENVIRONMENTMACROECONOMIC INDICATORSMARKET INTEREST RATESMARKET PRICESMARKET REFORMSMICROFINANCEMICROFINANCE INSTITUTIONSMONETARY POLICIESMONEY SUPPLYMORAL HAZARDSNATIONAL AUDITNATURAL RESOURCESNET LENDINGOPERATING COSTSOPERATING EXPENDITURESOPERATING EXPENSESPENSIONSPOVERTY ALLEVIATIONPOVERTY IMPACTPRINCIPAL REPAYMENTSPRIVATE ENTERPRISESPRIVATE FIRMSPRIVATE GOODSPRIVATE INVESTORSPRIVATE SECTORPROGRAMSPUBLIC ACCOUNTSPUBLIC AGENCIESPUBLIC DEBTPUBLIC ENTERPRISESPUBLIC EXPENDITUREPUBLIC EXPENDITURE REVIEWPUBLIC EXPENDITURESPUBLIC FINANCIAL MANAGEMENTPUBLIC GOODSPUBLIC INVESTMENTPUBLIC INVESTMENTSPUBLIC SECTORREAL INTERESTREAL INTEREST RATESREALLOCATIONSRECURRENT EXPENDITURESREFORM PROGRAMRESERVERESOURCE ALLOCATIONSRETURNSREVOLVING FUNDRISKY BEHAVIORROAD CONSTRUCTIONROAD MAINTENANCERURAL FINANCESECONDARY MARKETSSECTORAL POLICYSETTLEMENTSOCIAL FUNDSSOCIAL SERVICESSOCIAL WELFARESTRUCTURAL REFORMST-BILLSTAX COLLECTIONTAX CONCESSIONSTAXES ON DOMESTICTOTAL EXPENDITURESTREASURYTREASURY BILLTREASURY BILLSUNDERLYING ASSETSWAGESWITHDRAWALWORKING CAPITALThe Gambia - Fiscal Developments and the Agriculture Sector : Public Expenditure Review UpdateWorld Bank10.1596/8159
