Methodology (continued) The results in this year’s Country Survey were compared to those in the Country Survey conducted in FY’19 (response rate was 66%, N=421). Comparing responses across Country Surveys reflect changes in attitudes over time, but also changes in respondent samples and changes to the survey instrument itself. To reduce the influence of the latter factor, only those questions with similar response scales/options were analyzed. The increased outreach to and participation among private sector in this year’s survey is to be commended, but this change in overall stakeholder distribution should be kept in mind when interpreting the results of the year comparison analyses. The distribution of respondent samples from the FY’19 and FY’22 Country Surveys used in the year comparisons analyses are listed in the table below. Distribution Percentage of Respondents FY 2019 FY 2022 Office of the President, Prime Minister; Office of a Minister 4.4% 3.5% Office of a member of Parliament/Legislative body 4.9% 0.8% Government Institutions (includes employees of ministries, PMUs/Consultants on WBG-supported projects, 29.2% 17.2% independent government institutions, the judiciary, and state-owned enterprise) Local Government Office or Staff 13.3% 15.2% Bilateral/Multilateral Agency 6.4% 6.8% Civil Society (includes NGOs/CBOs, private foundations, youth groups, professional/trade unions, and faith-based 18.2% 11.1% groups) Private Sector (includes private sector organization and 9.8% 35.2% financial sector/private banks) Academia/Research Institute/Think Tank 6.9% 4.3% Media 5.7% 3.3% Other 1.2% 2.5% Total Number of Respondents 407 395 4 World Bank Group Country Opinion Survey 2022: Rwanda III.
