Addressing Child Labor in the Workplace and Supply Chain

The note seeks to provide companies who are interested in addressing the topic of child labor with a range of basic, good practice approaches that other businesses have successfully applied in addressing the issue of harmful child labor in their workplaces and those of their vendors and suppliers. According to International Labour Organization (ILO) statistics published in May 2002, there are an estimated 352 million children aged 5-17 engaged in some form of economic activity around the world. Of these 352 million, 246 million are either (i) below their country's minimum age for employment; (ii) working in occupations that jeopardize the physical, mental or moral well-being of a child; or (iii) working as slaves, prostitutes or bonded laborers. Community driven development (CDD) is an approach that emphasizes community control over planning decisions and investment resources. A rigorous evaluation process helps determine CDDs effectiveness in various settings and highlights areas that need strengthening for second phase programs or new projects. This note summarizes the findings of a recently conducted study, What have been the Impacts of World Bank Community Driven Development Programs? CDD impact evaluation review and operational and research implications (Wong 2012), which synthesizes the impact evaluation results of seventeen World Bank CDD programs over the past twenty five years. The study finds that, on the whole, these projects achieved their stated goals of poverty welfare reduction, poverty targeting, and increased access to services. The full participation of both men and women in policymaking, in economic and sectoral analysis, and in project design and management, may be impeded by cultural and legal constraints which limit women ' s participation and by women ' s relative lack of time and mobility due to their workload and multiple roles. If participatory development is to benefit from women ' s contributions, and meet the particular needs of women, a range of strategic and practical measures must be taken to overcome these barriers.
