dc.description.abstract	Mexico experienced a pronounced increase in the degree of inequality and earnings inequality over the 1980s and mid 1990s. Contrary to the trend in the distribution of total income inequality, there has been an improvement in the distribution of earnings inequality since 1996. This paper shows the following results. First, education has the highest gross contribution in explaining changes in earnings distribution. Second, both changes in the distribution of education and in the relative earnings among educational groups have always been in phase with the alterations in the earnings distribution. Specifically, when the income profile effect related to education became steeper and the inequality of education increased, the earnings distribution worsened (as in the 1988-96 period). Third, changes in the relative earnings among educational groups are always the leading force behind changes in inequality.	en

Trust, Voice, and Incentives : Learning from Local Success Stories in Service Delivery in the Middle East and North Africa

This report examines the role of incentives, trust, and engagement as critical determinants of service delivery performance in MENA countries. Focusing on education and health, the report illustrates how the weak external and internal accountability undermines policy implementation and service delivery performance and how such a cycle of poor performance can be counteracted. Case studies of local success reveal the importance of both formal and informal accountability relationships and the role of local leadership in inspiring and institutionalizing incentives toward better service delivery performance. Enhancing services for MENA citizens requires forging a stronger social contract among public servants, citizens, and service providers while empowering communities and local leaders to find 'best fit' solutions. Learning from the variations within countries, especially the outstanding local successes, can serve as a solid basis for new ideas and inspiration for improving service delivery. Out of School and Out of Work : Risk and Opportunities for Latin America’s Ninis

One in five youth aged 15 to 24 in Latin America is out of school and not working (ninis). Nearly 60 percent of ninis in the region are from poor or vulnerable households in the bottom 40 percent of the income distribution, and 66 percent are women. At the same time, it is men who account for the growth in 2 million ninis during the last 20 years. The study undertakes a comprehensive diagnosis quantifying the problem, develops a conceptual framework identifying the determinants of youths' choices, uses all the available data to test the theoretical implications, and reviews the evidence regarding interventions that have proven effective in keeping youth in school and helping them become employed. The findings of the study offer policy makers in the region with options to provide opportunities to the region's 20 million ninis.

Amidst a fragile recovery, three clouds are gathering over the economic horizon: US inflation could provoke financial tightening, China’s structural slowdown and zero-COVID-19 policy could dampen regional exports, and the conflict between Russia and Ukraine could disrupt food and fuel supplies, spook financial markets, and undermine business confidence. Counterposed against these risks, are three opportunities. First, shifts in the patterns of comparative advantage are creating new niches in both goods and services trade. Second, the diffusion of technologies could boost productivity. Finally, new green technologies could allow countries to cut carbon emissions without unacceptable cuts in consumption or growth. Accordingly, policy action must help countries to both affect the risk and grasp the opportunities. We begin by addressing three proximate questions: What is happening to the economies? Why? And what can we expect? We then discuss the policy options that can help East Asia and Pacific economies weather the shocks and ensure sustainable growth.
