dc.description.abstract	Vietnam has made remarkable economic progress over the past 30 years; however, growth was supported by increasing reliance on coal-based energy. The energy sector would continue the expansion of coal-based energy with the significant increase in the installed capacity of coal power plants under previous plans. Vietnam has committed to achieving net-zero emissions by 2050 and gradually phasing out the use of coal for power generation. Selecting lower carbon pathways for the future growth of the energy sector requires the study of interdependencies of the power system through a robust analytical approach. The choice of decarbonization scenario should be based on a careful review of implications and opportunities at the sector level as well as more broadly at the level of the economy. Energy sector decarbonization would require the development of ‘just transition’ oriented policies and regulations to support the people, communities, and businesses. World Bank Group stands ready to provide comprehensive support for designing and implementing a low-carbon future for the energy sector.	en

Poverty and Shared Prosperity 2022: Correcting Course provides the first comprehensive analysis of the pandemic’s toll on poverty in developing countries. It identifies how governments can optimize fiscal policy to help correct course. Fiscal policies offset the impact of COVID-19 on poverty in many high-income countries, but those policies offset barely one quarter of the pandemic’s impact in low-income countries and lower-middle-income countries. Improving support to households as crises continue will require reorienting protective spending away from generally regressive and inefficient subsidies and toward a direct transfer support system—a first key priority. Reorienting fiscal spending toward supporting growth is a second key priority identified by the report. Some of the highest-value public spending often pays out decades later. Amid crises, it is difficult to protect such investments, but it is essential to do so. Across the Middle East and North Africa (MENA) region, land is a scarce and valuable resource. The projected increase in land demand due to demographic trends, coupled with decreasing land supply due to climatic and governance factors, indicate a looming crisis happening at a time when the region is also facing dramatic social and political transformation. Reserves for land cultivation are almost exhausted, while total built-up area will need to expand to accommodate high demographic growth. Yet, land remains inefficiently, inequitably, and unsustainably used. There are strong barriers to land access for both firms and individuals. Firms resort to political connections to access land, resulting in land misallocation. Women are 2 to 3 times more likely to fear losing their property in the case of spousal death or divorce, and their rights are not sufficiently supported by institutions and gender-imbalanced social norms.
