dc.description.abstract	The September 2020 update to PovcalNet mainly involves the adoption of the revised 2011 PPPs for the estimation of global poverty. In addition, the coverage rules for reporting regional and global poverty aggregates have been reviewed, resulting in small adjustments. Historical regional and global aggregates are now reported with an annual frequency instead of intervals with varying lengths. Only two surveys have been added and some welfare aggregates have been revised compared with the March 2020 update. National accounts and population input data have been updated. This document explains these changes and the rationale behind them in detail. The data and associated estimates are used for the analysis of global poverty in the forthcoming Poverty and Shared Prosperity Report 2020.	en

What Have We Learnt? : Overview of Findings from a Survey of Ministries of Education on National Responses to COVID-19

As part of the coordinated global education response to the COVID-19 pandemic, UNESCO, UNICEF and the World Bank have conducted a Survey on National Education Responses to COVID-19 School Closures. In this joint report, we analyze the results of the first two rounds of data collection administered by the UNESCO Institute for Statistics (UIS). They cover government responses to school closures from pre-primary to secondary education. The first round of the survey was completed by Ministry of Education officials of 118 countries between May and June 2020, and the second round from 149 countries between July and October 2020. The survey instrument was designed to capture de jure policy responses and perceptions from government officials on their effectiveness, providing a systematic understanding of deployed policies, practices, and intentions to date.

The COVID-19 pandemic has hit human capital directly in Europe and Central Asia, adversely affecting both education and health. School closures may lead to learning losses equivalent to a third to a full year of schooling, and they are likely to exacerbate inequalities, by disproportionately affecting students from disadvantaged backgrounds. The disease has already killed thousands of people, and some patients who survive will suffer long-term damage to their health. Recovery from the pandemic will thus require strong investment in education and health. This update examines human capital outcomes in the region and the ways in which the pandemic is likely to affect them. A focus on the quality of tertiary education and health risk factors of obesity, smoking, and heavy drinking highlights the challenges that are particularly important for the region. Who Decides Social Policy? : Social Networks and the Political Economy of Social Policy in Latin America and the Caribbean

Who decides the formulation of social policy? What resources do actors bring to decision-making processes? How do those resources position them within decision making networks? This book addresses these questions by combining an institutional political economy approach to policy making with social network analysis of social policy formulation processes in Latin American and the Caribbean. Based on extensive field interviews with governmental and nongovernmental actors, the case studies of social policy formulation in Argentina, Bolivia, The Bahamas, and Trinidad and Tobago show that while in the South American cases societal actors—such as unions and business associations in Argentina, and grassroots organizations in Bolivia—are central actors in the networks, government officials are the main participants in the Caribbean countries.
