dc.description.abstract	This policy brief presents findings from the second national census of children’s early development in Tonga; the Tongan early Human Capability Index. First conducted in 2014 and then again in 2017, results provide a snapshot of the current status of early childhood development in Tonga, demonstrate how children’s development has changed over time, highlight factors that are playing an important role in influencing children’s outcomes across the country, and provide policy recommendations for ways forward to provide all Tongan children with the opportunity to reach their developmental potential.	en

Unfortunate Moms and Unfortunate Children : Impact of the Nepali Civil War on Women's Stature and Intergenerational Health

This paper analyzes the long-term health impacts of Nepal's 1996-2006 civil conflict. It exploits the heterogeneity in conflict intensity across villages and birth cohorts to document long-term health and intergenerational impacts. The analysis finds that childhood exposure to conflict and, in particular, exposure starting in infancy, negatively impacts attained adult height. Each additional month of exposure decreases a women's adult height by 1.36 millimeters. The impacts are not limited to first-generation. The analysis also finds that a mother's exposure to conflict in her childhood is detrimental to her child's health. Mothers exposed to conflict during their childhood have more children and live in less wealthy households, likely reducing their ability to invest during their children’s critical period of physical development. How Have the World's Poorest Fared Since the Early 1980s?

The authors present new estimates of the extent of the developing world's progress against poverty. By the frugal $1 a day standard, they find that there were 1.1 billion poor in 2001-almost 400 million fewer than 20 years earlier. Over the same period, the number of poor declined by more than 400 million in China, though half of this decline was in the first few years of the 1980s. The number of poor outside China rose slightly over the period. A marked bunching up of people between $1 and $2 a day has also emerged. Sub-Saharan Africa has become the region with the highest incidence of extreme poverty and the greatest depth of poverty. If these trends continue, then the aggregate $1 a day poverty rate for 1990 will be halved by 2015, though only East and South Asia will reach this goal.

Diversification and Cooperation Strategies in a Decarbonizing World

Fossil fuel importers can apply various climate and trade taxes to encourage fossil fuel–dependent countries to cooperate on climate mitigation, and fossil fuel–dependent countries can respond with alternative diversification and cooperation strategies. This paper runs macroeconomic model simulations of alternative strategies that the global community and fossil fuel–dependent countries can pursue to encourage and enable their participation in a global low-carbon transition. The following are the findings from the simulations. (i) Fuel importers’ unilateral carbon taxes capture fossil fuel–dependent countries’ resource rents and accelerate their emission-intensive diversification.
