dc.description.abstract	This article was developed as an outcome of the “Water-Energy-Food Nexus” High Level Panel (HLP) which took place at the XVI World Water Congress, Cancun Mexico, June 1, 2017. The HLP’s goal was to demonstrate the extent of interconnection between the water, energy, and food Sustainable Development Goals (SDGs) of the United Nations. The HLP highlighted lessons learned from various thematic and regional case studies and experiences. The panel focused on exploring the possible trade-offs among possible pathways for implementation of the SDGs, and on identifying holistic assessment criteria for accounting for potential competition of multiple implementation plans at different scales. This focus led to substantial discussion about ways to improve policy coherence through improved communication between policy and science across both sectors and scales.	en

Global growth is projected to decelerate sharply, reflecting synchronous policy tightening aimed at containing very high inflation, worsening financial conditions, and continued disruptions from Russia’s invasion of Ukraine. Investment growth in emerging market and developing economies (EMDEs) is expected to remain below its average rate of the past two decades. Further adverse shocks could push the global economy into recession. Small states are especially vulnerable to such shocks because of the reliance on external trade and financing, limited economic diversification, elevated debt, and susceptibility to natural disasters. Against this backdrop, it is critical that EMDE policy makers ensure that any fiscal support is focused on vulnerable groups, that inflation expectations remain well anchored, and that financial systems continue to be resilient. Urgent global and national efforts are also needed to mitigate the risks of global recession and debt distress in EMDEs, and to support a major increase in EMDE investment.

Integrating climate and development is a pillar of the World Bank Group’s Climate Change Action Plan 2021-25. To advance its implementation, the Bank Group has launched a new, core diagnostic tool: the Country Climate and Development Report, a new, core diagnostic tool that analyzes how a country’s development goals can be achieved in the context of adapting to and mitigating against climate change. The economies of the Western Balkans continue to face a turbulent external environment, placing households, firms, and governments under acute stress. Just as the post-COVID recovery of 2021 began to fade and the region returned to a normalized rate of economic growth, the Western Balkan region now faces a new combination of challenges.
