dc.description.abstract	The Country opinion survey for 2016 in Lebanon assists the World Bank Group (WBG) in gaining a better understanding of how stakeholders in Lebanon perceive the WBG. The survey explored:(i) general issues facing Lebanon; (ii) overall attitudes toward the World Bank Group; (iii) World Bank Group’s effectiveness and results; (iv) The World Bank Group’s knowledge work and activities; (v) working with the World Bank Group; (vi) the future role of the World Bank Group in Lebanon; (vii) citizen voice: government accountability; (viii) citizen voice: service delivery; (ix) subsidy reform; (x) private sector; (xi) refugees; (xii) communication and information sharing; and (xiii) demographic information.	en

East Asia and Pacific Cities : Expanding Opportunities for the Urban Poor

Urbanization in East Asia and the Pacific has created enormous opportunity for many. Yet the rapid growth of cities can also create challenges as national and local governments try to keep up with the needs of their growing populations. Among these challenges is a lack of affordable housing, resulting in increasing slums, deficits in basic service provision, and widening inequality for urban dwellers. This study aims to better understand urban poverty and inequality in East Asian cities, recognizing that many countries of the region, particularly those of middle-income status, are at a critical juncture in their urbanization and growth process where potential social divisions in cities could harm prospects for future poverty reduction. The study uses a multidimensional approach to understand urban poverty and inclusion and draws on examples of programs and policies that have been successfully implemented in the East Asia region to develop a set of guiding principles for policy makers.

The number of people in South Asia's cities rose by 130 million between 2000 and 2011--more than the entire population of Japan. This was linked to an improvement in productivity and a reduction in the incidence of extreme poverty. But the region's cities have struggled to cope with the pressure of population growth on land, housing, infrastructure, basic services, and the environment. As a result, urbanization in South Asia remains underleveraged in its ability to deliver widespread improvements in both prosperity and livability. Trust, Voice, and Incentives : Learning from Local Success Stories in Service Delivery in the Middle East and North Africa

This report examines the role of incentives, trust, and engagement as critical determinants of service delivery performance in MENA countries. Focusing on education and health, the report illustrates how the weak external and internal accountability undermines policy implementation and service delivery performance and how such a cycle of poor performance can be counteracted. Case studies of local success reveal the importance of both formal and informal accountability relationships and the role of local leadership in inspiring and institutionalizing incentives toward better service delivery performance. Enhancing services for MENA citizens requires forging a stronger social contract among public servants, citizens, and service providers while empowering communities and local leaders to find 'best fit' solutions. Learning from the variations within countries, especially the outstanding local successes, can serve as a solid basis for new ideas and inspiration for improving service delivery.
