dc.description.abstract	Integrated planning analysis can provide evidence to support decision making and consensus building about sensitive issues in the energy sector. To support analysis, an optimization model imputes costs to a range of pertinent activities (capital and operating costs of power plants, operating and closing costs for mines, emission control costs), thereby defining a set of functions that can be solved simultaneously to determine the lowest system cost.	en

Continuous Improvement : Strengthening Georgia's Targeted Social Assistance Program

The Targeted Social Assistance Program of Georgia is a last resort social program that is considered a best practice among proxy-means-tested (PMT) programs. It achieves high targeting accuracy for a relatively high level poverty incidence. In 2013, the Government of Georgia embarked in the revision of the program to ensure its continuous effectiveness and to revise some of the parameters of the eligibility formula that could be subject to manipulation. In particular, the government was concerned about the subjective evaluation of social agents and about concealable goods. This report assesses the technical work and the policy actions taken by the Georgian government during the last two years. In this way, it covers the full cycle of the reform of a social assistance program, from establishing the objectives to the design of compensation measures to minimize the number of newly ineligible beneficiaries. The Health Workforce in Latin America and the Caribbean : An Analysis of Colombia, Costa Rica, Jamaica, Panama, Peru, and Uruguay

This report provides a status update on the human resources for health (HRH) sub-system in six Latin American and Caribbean countries: Colombia, Costa Rica, Jamaica, Panama, Peru, and Uruguay. The report structures its discussion around how the health workforce is financed, organized, managed, regulated, and performing. In the area of financing, the study presents the variety of contracting mechanisms, salary levels, and financial incentives offered across the countries and their role in being able to attract and retain health workers. On the organization of the HRH sub-system, the report looks at the skill-mix, training, and distribution of health care workers concluding that although the countries have made progress towards achieving key HRH targets and in making education more accessible, there continues to be limited absorption capacity for graduates, the Primary Health Care focus of training programs needs to be strengthened, and strategies to encourage rural service have not been able to fully address the gap in the distribution of health workers. The process of demographic transition through which Argentina is passing is a window of both opportunities and challenges in economic and social terms. Argentina is still a young country in which the working-age population represents the largest proportion of its total population. Currently, the country just began a 30-year period with the most advantageous age structure of its population, which could favor greater economic growth. This situation, known as the 'demographic window of opportunity,' will last until the beginning of the 2040s. The dynamics of the fertility and mortality rates signify a gradual ageing of the population, with implications for various dimensions of the economy, the social protection system, public policies, and society in general.
