Australian Urban Water Reform Story: with Detailed Case Study on New South Wales

Abstract
In 2016, the International Water Centre (IWC), with funding from the World Bank, commenced a review of the water utilities reform processes in Australia. The aim of this work is to explore the key success factors in the reform of urban water supply services through a study of the Australian example, from which relevant lessons can be drawn for other countries. To meet this aim, the IWC and researchers from the University of Queensland have sought to identify commonalities and differences between the steps taken by the various states and water utilities during Australia’s experience of reform in the urban water sector. One goal of our research is to reveal insights into the interplay between the state level of reform and regulation and national framework agreements. The related story of regulatory oversight, as part of the overall reform process, has been examined elsewhere. For example, the role of the Independent Pricing and Regulatory Tribunal (IPART) in New South Wales is important to that state’s pricing, regulatory, and sector reforms. Because there are many lessons to be learned from the New South Wales case, including and beyond IPART, the urban water sector reforms in New South Wales are the subject of a case study. Thus, this report analyzes urban water reforms initiated by recent national agreements in Australia, and demonstrates variations between jurisdictions and between approaches at different times. The analysis focuses on water utilities in the major cities (principally the state-level capital cities). The analysis also demonstrates how the Australian urban water reform process is part of a wider and longer series of national and subnational regulatory reforms since the late 1980s. These include competition policy reform, corporatization of government agencies, and the formation in the 1990s of the Council of Australian Governments (COAG). The COAG was crucial for bringing all states on board for reform in Australia, but there are major questions about how such coalition building among governmental leaders and senior bureaucrats can be adapted to the circumstances of other countries.

    Economic Regulation of Urban Water and Sanitation Services : Some Practical Lessons

    This paper discusses the regulation of water and sanitation services in urban areas. Specifically, it explores ways of thinking about regulatory design as part of a wider, country-specific program to reform the way in which water supply and sanitation services are provided and paid for. In the past, regulatory advisers often focused on the need to introduce international best practice- generally in the form of an independent regulatory organization-to solve a wide range of performance problems. However, this approach was seldom straightforward, nor was it always successful. There is no one-size-fits-all regulatory design that can be reliably applied to resolve performance problems. Rather, regulation is best developed on a country-by-country basis through answering questions such as the following: a) What are the real sector problems, and which of these can regulation solve? b) What specific objectives is regulation aiming to achieve? c) What combination of organizations and instruments is most suitable and would work best for achieving these regulatory objectives? This paper is not intended to be a detailed guide for regulatory design. Rather, it discusses how to approach regulatory design. This approach encourages decision makers and their advisors to apply sound principles within country-specific settings, rather than advocate best-practice models without a thorough analysis of whether these are suitable for the country's context. The best combination of rules and institutions for setting tariffs and service standards3,-and indeed, the best reform options in general-will vary from country to country. Regulatory designers should select this combination by first focusing on the principal sector objectives and working with institutions that may already be responsible for achieving them.

    Explanatory Notes on Key Topics in the Regulation of Water and Sanitation Services

    The Explanatory Notes on Key Topics in the Regulation of Water and Sanitation Services provide a consistent set of principles and practices that respond to these questions. Such information will be of interest to service providers, policy makers, and development practitioners interested in improving the performance of WSS services in urban areas. The notes draw upon current regulatory thinking and research, but are intended to be accessible to those who are not regulatory experts. These are the first outputs of a program of work on regulation in the water supply and sanitation sector funded by the Public-Private Infrastructure Advisory Facility (PPIAF), the Bank-Netherlands Water Partnership (BNWP), and the World Bank. We will add additional notes as that work progresses. Each of the notes can be read separately, and together the notes provide an integrated framework for the development of practical approaches to the regulation of WSS. The seven notes address the following topics: 1. defining economic regulation for water supply services; 2. designing economic regulation for water supply services: a framework; 3. choosing organizations and instruments for economic regulation of water supply services; 4. regulation and private participation contracts; 5. cost of service and tariffs for water utilities; 6. regulating government-owned water utilities; and 7. regulating wastewater services in developing countries.

    Economic Regulation of Urban Water and Sanitation Services

    The design of regulation for water supply and sanitation (WSS) services has tended to follow a check-box approach - diagnose the need, prescribe an independent regulator or similar model (often developed in a different sector or country), and hope for the best. This approach has not always worked well. Regulation cannot solve all the problems that confront WSS services, and imported models may not work locally. Regulation must be based on a clear understanding of its capabilities and limits. Its design must reflect not only key principles of regulation, but also local needs, local legal instruments, and local organizations. Economic regulation addresses the problems posed by natural monopolies by compelling service providers to keep costs down, charge fair prices, and provide good service. An effective system also designates an entity to implement and enforce the regulations. Together, these functions remain limited in scope. To complement and reinforce economic regulation, a supportive policy environment and good governance of service providers are required. In short, economic regulation should be designed in tandem with other reform efforts.

    Socialist Republic of Vietnam : Review of Urban Water and Wastewater Utility Reform and Regulation

    This Review, undertaken by the World Bank Water & Sanitation Program, is provided at the request of the Ministry of Construction of the Socialist Republic of Vietnam with the objectives of (a) Providing guidance/recommendations concerning the reform proposals of state owned enterprises operating in the field of water supply and urban sanitation and (b) Providing guidance/recommendations concerning economic management options for service providers. It will be important to ensure that these reforms are undertaken in an explicitly poor-inclusive manner. The Review achieves these objectives through a review of the current situation, are view of progress on the reform agenda and presentation of potential options for improvement of the urban water and waste sector in Vietnam.

    Africa - Ebbing Water, Surging Deficits : Urban Water Supply in Sub-Saharan Africa

    With only 56 percent of the population enjoying access to safe water, Sub-Saharan Africa lags behind other regions in terms of access to improved water sources. Based on present trends, it appears that the region is unlikely to meet the target of 75 percent access to improved water by 2015, as specified in the Millennium Development Goals (MDG). The welfare implications of safe water cannot be overstated. The estimated health and time-saving benefits of meeting the MDG goal are about 11 times as high as the associated costs. Monitoring the progress of infrastructure sectors such as water supply has been a significant by-product of the MDG, and serious attention and funding have been devoted in recent years to developing systems for monitoring and evaluating in developing countries. Piped water reaches more urban Africans than any other form of water supply-but not as large a share as it did in the early 1990s. The most recent available data for 32 countries suggests that some 39 percent of the urban population of Sub-Saharan Africa is connected to a piped network, compared with 50 percent in the early 1990s. Analysis suggests that the majority of those who lack access to utility water live too far away from the distribution network, although some fail to connect even when they live close by. Water-sector institutions follow no consistent pattern in Sub-Saharan Africa. Where service is centralized, a significant minority has chosen to combine power and water services into a single national multi-utility urban water sector reforms were carried out in the 1990s, with the aim of creating commercially oriented utilities and bringing the sector under formal regulation. One goal of the reforms was to attract private participation in the sector.

    After several years of negative shocks, global growth is expected to hold steady in 2024 and then edge up in the next couple of years, in part aided by cautious monetary policy easing as inflation gradually declines. However, economic prospects are envisaged to remain tepid, especially in the most vulnerable countries. Risks to the outlook, while more balanced, are still tilted to the downside, including the possibility of escalating geopolitical tensions, further trade fragmentation, and higher-for-longer interest rates. Natural disasters related to climate change could also hinder activity. Subdued growth prospects across many emerging market and developing economies and continued risks underscore the need for decisive policy action at the global and national levels. Global Economic Prospects is a World Bank Group Flagship Report that examines global economic developments and prospects, with a special focus on emerging market and developing economies, on a semiannual basis (in January and June). Each edition includes analytical pieces on topical policy challenges faced by these economies.

    Classroom Assessment to Support Foundational Literacy

    This document focuses primarily on how classroom assessment activities can measure students’ literacy skills as they progress along a learning trajectory towards reading fluently and with comprehension by the end of primary school grades. The document addresses considerations regarding the design and implementation of early grade reading classroom assessment, provides examples of assessment activities from a variety of countries and contexts, and discusses the importance of incorporating classroom assessment practices into teacher training and professional development opportunities for teachers. The structure of the document is as follows. The first section presents definitions and addresses basic questions on classroom assessment. Section 2 covers the intersection between assessment and early grade reading by discussing how learning assessment can measure early grade reading skills following the reading learning trajectory. Section 3 compares some of the most common early grade literacy assessment tools with respect to the early grade reading skills and developmental phases. Section 4 of the document addresses teacher training considerations in developing, scoring, and using early grade reading assessment. Additional issues in assessing reading skills in the classroom and using assessment results to improve teaching and learning are reviewed in section 5. Throughout the document, country cases are presented to demonstrate how assessment activities can be implemented in the classroom in different contexts.

    Argentina Country Climate and Development Report

    The Argentina Country Climate and Development Report (CCDR) explores opportunities and identifies trade-offs for aligning Argentina’s growth and poverty reduction policies with its commitments on, and its ability to withstand, climate change. It assesses how the country can: reduce its vulnerability to climate shocks through targeted public and private investments and adequation of social protection. The report also shows how Argentina can seize the benefits of a global decarbonization path to sustain a more robust economic growth through further development of Argentina’s potential for renewable energy, energy efficiency actions, the lithium value chain, as well as climate-smart agriculture (and land use) options. Given Argentina’s context, this CCDR focuses on win-win policies and investments, which have large co-benefits or can contribute to raising the country’s growth while helping to adapt the economy, also considering how human capital actions can accompany a just transition.

    All African countries need better and more jobs for their growing populations. "Digital Africa: Technological Transformation for Jobs" shows that broader use of productivity-enhancing, digital technologies by enterprises and households is imperative to generate such jobs, including for lower-skilled people. At the same time, it can support not only countries’ short-term objective of postpandemic economic recovery but also their vision of economic transformation with more inclusive growth. These outcomes are not automatic, however. Mobile internet availability has increased throughout the continent in recent years, but Africa’s uptake gap is the highest in the world. Areas with at least 3G mobile internet service now cover 84 percent of Africa’s population, but only 22 percent uses such services. And the average African business lags in the use of smartphones and computers as well as more sophisticated digital technologies that catalyze further productivity gains. Two issues explain the usage gap: affordability of these new technologies and willingness to use them. For the 40 percent of Africans below the extreme poverty line, mobile data plans alone would cost one-third of their incomes—in addition to the price of access devices, apps, and electricity. Data plans for small- and medium-size businesses are also more expensive than in other regions. Moreover, shortcomings in the quality of internet services—and in the supply of attractive, skills-appropriate apps that promote entrepreneurship and raise earnings—dampen people’s willingness to use them. For those countries already using these technologies, the development payoffs are significant. New empirical studies for this report add to the rapidly growing evidence that mobile internet availability directly raises enterprise productivity, increases jobs, and reduces poverty throughout Africa. To realize these and other benefits more widely, Africa’s countries must implement complementary and mutually reinforcing policies to strengthen both consumers’ ability to pay and willingness to use digital technologies. These interventions must prioritize productive use to generate large numbers of inclusive jobs in a region poised to benefit from a massive, youthful workforce—one projected to become the world’s largest by the end of this century.

    This year’s Word Development Report (WDR), the twenty-eighth, looks at the role of equity in the development process. It defines equity in terms of two basic principles. The first is equal opportunities: that a person’s chances in life should be determined by his or her talents and efforts, rather than by pre-determined circumstances such as race, gender, social or family background. The second principle is the avoidance of extreme deprivation in outcomes, particularly in health, education and consumption levels. This principle thus includes the objective of poverty reduction. The report’s main message is that, in the long run, the pursuit of equity and the pursuit of economic prosperity are complementary. In addition to detailed chapters exploring these and related issues, the Report contains selected data from the World Development Indicators 2005‹an appendix of economic and social data for over 200 countries. This Report offers practical insights for policymakers, executives, scholars, and all those with an interest in economic development.
