dc.description.abstract	The body of this report consists of five sections. Section one is an introduction to the JBE program and the context for the lease research on Tanna. Section two provides a profile of some of the relevant historical and economic features of the island and aspects related to the structure of governance and civil society organization. This is followed in section three by a summary of key findings regarding the 64 leases studied on Tanna. Section four presents more detail on the real uses of the land by analyzing the leases according to seven themes or categories: commercial or commercial tourism, schools, infrastructure, securing custom land, communications towers, agribusiness, and churches. Finally, section five discusses a small sample of non-lease-based enterprises as a preliminary study into investment decision making. Further details of the research methodology are included in the annex to the report.	en

Central Bank Digital Currencies for Cross-border Payments : A Review of Current Experiments and Ideas

Over the years, the demand for seamless and inexpensive cross-border payments has grown in parallel with growth in international e-commerce, remittances and tourism. Yet, cross-border payments have not kept pace with the intensive modernization that has characterized domestic payment services worldwide. An alternative avenue to modernize delivery of cross-border payment services is being increasingly explored in the context of central banks issuing their own digital currency. A central bank digital currency (CBDC) could well incorporate options and features specifically designed to execute cross-border payments, with a view to reducing the inefficiencies and rents discussed above by shortening the payments value chain. The State of Economic Inclusion Report 2021 sheds light on one of the most intractable challenges faced by development policy makers and practitioners: transforming the economic lives of the world’s poorest and most vulnerable people. Economic inclusion programs are a bundle of coordinated, multidimensional interventions that support individuals, households, and communities so they can raise their incomes and build their assets. Programs targeting the extreme poor and vulnerable groups are now under way in 75 countries. This report presents data and evidence from 219 of these programs, which are reaching over 90 million beneficiaries. Governments now lead the scale-up of economic inclusion interventions, often building on pre-existing national programs such as safety nets, livelihoods and jobs, and financial inclusion, and 93 percent of the total beneficiaries are covered by government programs.
