dc.description.abstract	The process of political change and transition across much of the Middle East and North Africa (MENA) continued into 2013, with a great degree of heterogeneity across countries. Violence in Syria has escalated, with spillover effects to Lebanon and Jordan. Security in Yemen is fragile but a national dialogue has started which includes the drafting of a new constitution in advance of national elections. In MENA's transitioning countries drafting of new constitutions remains a critical pending issue. Citizens voices continue to be heard across the region calling for greater public participation and open government. The region's main challenge is to create sustainable growth that delivers the quantity and quality of jobs needed. An inclusive and competitive private sector has proven to be one of the most effective and long-term solutions for unemployment, and will be critical in tackling the scale of the problem in MENA.	en

Shock Waves : Managing the Impacts of Climate Change on Poverty

Ending poverty and stabilizing climate change will be two unprecedented global achievements and two major steps toward sustainable development. But the two objectives cannot be considered in isolation: they need to be jointly tackled through an integrated strategy. This report brings together those two objectives and explores how they can more easily be achieved if considered together. It examines the potential impact of climate change and climate policies on poverty reduction. It also provides guidance on how to create a “win-win” situation so that climate change policies contribute to poverty reduction and poverty-reduction policies contribute to climate change mitigation and resilience building. The key finding of the report is that climate change represents a significant obstacle to the sustained eradication of poverty, but future impacts on poverty are determined by policy choices: rapid, inclusive, and climate-informed development can prevent most short-term impacts whereas immediate pro-poor, emissions-reduction policies can drastically limit long-term ones.

The book explores, in depth, the cost and financial barriers that restrict textbook availability in schools across much of the region, as well as policies successfully adapted in other countries. The book also provides a thorough assessment of the pros and cons of digital teaching and learning materials and cautions against the assumption that they can immediately replace printed textbooks.

Integrating Climate Model Data into Power System Planning

Significant multiyear and multi decade variations in intermittent renewable resources hold major implications for power system investments. They have been using extensive hydrology data for many years to represent hydrological risks in their planning. Climate model data are particularly suited for the assessment of longer-term variability. A good grasp of seasonal, multiyear, and multi decade trends is essential in assessing the economic merits of investments in renewable resources and the extent to which such resources can complement one other or may need to be backed up by further investments in nonrenewable sources.
