dc.description.abstract	This learning product draws upon existing IEG evaluations, project documents and analytical work relating to the World Bank Group’s (WBG’s) experience with supporting efforts towards the rapid scale up of off-grid electrification (pico-solar products, individual solar home systems, and micro and mini-grids), in client countries. The focus is on experiences geared towards efficiently and effectively integrating off-grid electrification scale-up efforts with grid rollout – within a national roadmap for achieving universal access in a given time-frame. Relevant findings and lessons are framed as strategic considerations to inform the design, development and implementation of country engagements tailored to the prevailing sector conditions and readiness; through capacity building, technical assistance, and investment lending.	en

Shock Waves : Managing the Impacts of Climate Change on Poverty

Ending poverty and stabilizing climate change will be two unprecedented global achievements and two major steps toward sustainable development. But the two objectives cannot be considered in isolation: they need to be jointly tackled through an integrated strategy. This report brings together those two objectives and explores how they can more easily be achieved if considered together. It examines the potential impact of climate change and climate policies on poverty reduction. It also provides guidance on how to create a “win-win” situation so that climate change policies contribute to poverty reduction and poverty-reduction policies contribute to climate change mitigation and resilience building. The key finding of the report is that climate change represents a significant obstacle to the sustained eradication of poverty, but future impacts on poverty are determined by policy choices: rapid, inclusive, and climate-informed development can prevent most short-term impacts whereas immediate pro-poor, emissions-reduction policies can drastically limit long-term ones.

Use of Catastrophe Risk Models in Assessing Sovereign Food Security for Risk Transfer

This paper discusses how catastrophe crop risk models can be used to assess food security needs at the sovereign level for the purpose of risk transfer. The rationale for a system to evaluate food security needs at the national level is discussed. The role of technology and remote sensing data availability as an enabler of catastrophe crop risk models is discussed followed by a description of the framework of catastrophe crop models for droughts, representing the peril for which catastrophe models have had the most success. The integration of the output of catastrophe crop models with a food security vulnerability assessment model is described next. Development Strategies : Integrating Governance and Growth

A frontier challenge for development strategy is to move beyond prescribing optimal economic policies, and instead -- taking a broad view of the interactions between economic, political and social constraints and dynamics -- to identify entry points capable of breaking a low-growth logjam, and initiating a virtuous spiral of cumulative change.
