dc.description.abstract	This paper explores the hypothesis that the credibility of economic policy making in Argentina (or lack thereof) has impacted the volatility of economic performance. To establish the link, a historical review of economic policy making and economic outcomes over the quarter century is presented, informed by a survey of the literature on credibility and the political economy of reforms. A more fundamental question is why policy shifts are so frequent, and this necessarily relates to the political institutions underlying policy making. A recent literature on citizen engagement and accountability, combined with international experience, is then used to consider policy options that could help reestablish credibility during the new administration.	en

The Covid-19 Vaccine Production Club : Will Value Chains Temper Nationalism?

In the first two months of 2021, the production of COVID-19 vaccines has suffered setbacks delaying the implementation of national inoculation strategies. These delays have revealed the concentration of vaccine manufacture in a small club of producer nations, which in turn has implications for the degree to which cross-border value chains can deter more aggressive forms of Vaccine Nationalism, such as export curbs. This paper documents the existence of this club, taking account of not just the production of final vaccines but also the ingredients of and items needed to manufacture and distribute COVID-19 vaccines. During 2017–19, vaccine producing nations sourced 88 percent of their key vaccine ingredients from other vaccine producing trading partners. In a country that is among the most exposed to natural hazards, Vietnam’s coastline often bears the brunt. Typhoons, storm surges, riverine flooding, coastal erosion, droughts, or saline intrusion are all-too-familiar threats to most people living along the coast. Yet despite these risks, coastal regions host thriving economic sectors, providing livelihoods for a growing and rapidly urbanizing population. The coastal regions could be a powerful engine for Vietnam’s continued socioeconomic development, but rapid urbanization, economic growth, and climate change mean that disaster risks are bound to increase in the future. Although the government of Vietnam has made impressive progress in reducing and managing natural risks, current trends show that the work is far from complete. Shared Prosperity and Poverty Eradication in Latin America and the Caribbean

Over the last decade Latin America and the Caribbean region has achieved important progress towards the World Bank Group's goals of eradicating extreme poverty and boosting income growth of the bottom 40 percent, propelled by remarkable economic growth and falling income inequality. Despite this impressive performance, social progress has not been uniform over this period, and certain countries, subregions and even socioeconomic groups participated less in the growth process. As of today, more than 75 million people still live in extreme poverty in the region (using $2.50/day/capita), half of them in Brazil and Mexico, and extreme poverty rates top 40 percent in Guatemala and reach nearly 60 percent in Haiti. This means that extreme poverty is still an important issue in both low- and middle-income countries in the region.
