dc.description.abstract	The experiences of past financial crises have strengthened the Russian bank resolution framework. The resolution framework has been effective in preserving financial stability. The effectiveness of bank resolution could be improved. Introduction of the full range of resolution powers and safeguards recommended by the Financial Stability Board (FSB) Key Attributes (KAs) would improve the framework’s effectiveness. Resolution measures should be taken without relying on the use of public funds. To ensure adequate bank capitalization, a comprehensive review of banks’ asset portfolios and collateral valuations is warranted.	en

ICSID 2018 Annual Report

International Centre for Settlement of Investment Disputes (2018-10)

Over more than five decades, ICSID has firmly established itself as the facility of choice for investor-State dispute settlement, having administered more than 70% of all known cases. Demand for the Centre’s services continues to increase, demonstrating the importance of its role. In FY2018 ICSID registered 57 new cases, the highest number in ICSID’s history. A full analysis of the cases is published in the ICSID Caseload — Statistics every six months and is summarized in Chapter 3 of this report.

East Asia and Pacific Cities : Expanding Opportunities for the Urban Poor

Urbanization in East Asia and the Pacific has created enormous opportunity for many. Yet the rapid growth of cities can also create challenges as national and local governments try to keep up with the needs of their growing populations. Among these challenges is a lack of affordable housing, resulting in increasing slums, deficits in basic service provision, and widening inequality for urban dwellers. This study aims to better understand urban poverty and inequality in East Asian cities, recognizing that many countries of the region, particularly those of middle-income status, are at a critical juncture in their urbanization and growth process where potential social divisions in cities could harm prospects for future poverty reduction. The study uses a multidimensional approach to understand urban poverty and inclusion and draws on examples of programs and policies that have been successfully implemented in the East Asia region to develop a set of guiding principles for policy makers.

Global Talent Flows

The global distribution of talent is highly skewed and the resources available to countries to develop and utilize their best and brightest vary substantially. The migration of skilled workers across countries tilts the deck even further. Using newly available data, the paper first reviews the landscape of global talent mobility, which is both asymmetric and rising in importance. Next, the determinants of global talent flows at the individual and firm levels are presented and some important implications are sketched. Third, the national gatekeepers for skilled migration and broad differences in approaches used to select migrants for admission are reviewed. Looking forward, the capacity of people, firms, and countries to successfully navigate this tangled web of global talent will be critical to their success.
