dc.description.abstract	Turkey has historically struggled to attract foreign investors. This paper discusses how the start of the European Union's accession negotiations in 2005 encompassed a wide set of reforms in several chapters of the acquis communautaire that resulted in higher foreign direct investment (FDI) attraction. However, it seems that the global economic slowdown of 2009 coupled with increasing Euro-skepticism have already started to erode this effect. Only large a volume of foreign investment in the energy sector observed in 2009–13, explained by the energy security strategy of the European Union and the internal liberalization agenda, has prevented the collapse of FDI inflows to Turkey.	en

Poverty and Shared Prosperity 2022: Correcting Course provides the first comprehensive analysis of the pandemic’s toll on poverty in developing countries. It identifies how governments can optimize fiscal policy to help correct course. Fiscal policies offset the impact of COVID-19 on poverty in many high-income countries, but those policies offset barely one quarter of the pandemic’s impact in low-income countries and lower-middle-income countries. Improving support to households as crises continue will require reorienting protective spending away from generally regressive and inefficient subsidies and toward a direct transfer support system—a first key priority. Reorienting fiscal spending toward supporting growth is a second key priority identified by the report. Some of the highest-value public spending often pays out decades later. Amid crises, it is difficult to protect such investments, but it is essential to do so. A decade since the spark of the Arab Spring, the Middle East and North Africa (MENA) region continues to suffer from limited creation of more and better jobs. Youth face idleness and unemployment. These labor market outcomes are being worsened by the coronavirus (COVID-19) pandemic. Jobs Undone: Reshaping the Role of Governments toward Markets and Workers in the Middle East and North Africa explores ways to break these impasses, drawing on original research, survey data, wide-ranging literature, and young entrepreneurial voices from the region.
