dc.description.abstract	The national hospital insurance fund’s (NHIF) mandate by the Ministry of Health (MOH) of Kenya to implement universal health coverage (UHC) generated controversy among stakeholders. Prior allegations of corruption and financial sustainability of the initiative were key concerns. The World Bank Group (WBG), through collaboration between the health in Africa initiative program and the Kenya health sector project, worked with the NHIF on a reform agenda and advised on a strategic review of the organization. The WBG had an extensive dialogue with the NHIF and MOH which led to the approval of an independent strategic review that concluded that, although there had been reputational challenges in the past, NHIF has the capacity to deliver universal health coverage in Kenya.	en

Global growth is projected to decelerate sharply, reflecting synchronous policy tightening aimed at containing very high inflation, worsening financial conditions, and continued disruptions from Russia’s invasion of Ukraine. Investment growth in emerging market and developing economies (EMDEs) is expected to remain below its average rate of the past two decades. Further adverse shocks could push the global economy into recession. Small states are especially vulnerable to such shocks because of the reliance on external trade and financing, limited economic diversification, elevated debt, and susceptibility to natural disasters. Against this backdrop, it is critical that EMDE policy makers ensure that any fiscal support is focused on vulnerable groups, that inflation expectations remain well anchored, and that financial systems continue to be resilient. Urgent global and national efforts are also needed to mitigate the risks of global recession and debt distress in EMDEs, and to support a major increase in EMDE investment.

Firms and entrepreneurs of all types from microenterprises to multinationals play a central role in growth and poverty reduction. Their investment decisions drive job creation, the availability and affordability of goods and services for consumers, and the tax revenues governments can draw on to fund health, education, and other services. Integrating climate and development is a pillar of the World Bank Group’s (WBG) Climate Change Action Plan 2021-25. To advance its implementation, the WBG has launched the Country Climate and Development Report (CCDR). This new, core diagnostic tool analyzes how a country’s development goals can be achieved in the context of adapting to, and mitigating against, climate change. As such, the Pakistan CCDR provides analysis and policy recommendations on how to harmonize the country’s efforts to achieve further economic growth and lower poverty rates, on the one hand, with the pursuit of a climate-resilient, low-carbon, and equitable development path, on the other.
