dc.description.abstract	A household survey (n = 5597 households) was conducted in Gujarat to collect retrospective data on births within the preceding 5 years. In an observational study using a difference-in-differences design, the relationship between the Chiranjeevi Yojana program and the probability of delivery in health-care institutions, the probability of obstetric complications and mean household expenditure for deliveries was subsequently examined. In multivariate regressions, individual and household characteristics as well as district and year fixed effects were controlled for. Data from the most recent District Level Household and Facility Survey (DLHS-3) wave conducted in Gujarat (n = 6484 households) were used in parallel analyses.	en

Every year, the World Bank's World Development Report takes on a topic of central importance to global development. The 2018 Report, Learning to Realize Education's Promise, is the first ever devoted entirely to education. Now is an excellent time for it: education has long been critical for human welfare, but is even more so in a time of rapid economic change. The Report explores four main themes. Labor Market Dynamics in Libya : Reintegration for Recovery

This policy note provides an initial assessment of Libya's labor market and discusses policy options for promoting employability as part of a broader jobs strategy. It is intended as a contribution to evidence on Libya's labor market for the benefit of policy makers, civil society and the broader international community. The report finds that the overall unemployment rate in Libya increased from 13.5 percent in 2010 prior to the uprising to 19 percent as of 2012, having changed little since then. Youth unemployment stands at approximately 48 percent and female unemployment 25 percent. The vast majority (85 percent) of Libya's active labor force is employed in the public sector, a high rate even by regional standards. The rate for women is even higher (93 percent). Employment in industry (largely the oil sector) and agriculture accounts for only 10 percent of the labor force. Globalization and new technologies are impacting the desirability and feasibility of what has historically been the most successful development strategy. Manufacturing has been seen as special, promising both productivity gains and job creation. But trade is slowing. Global value chains (GVC) are maturing. Robotics, artificial intelligence, 3D printing, and the Internet of things are shifting what makes locations attractive for production and threatening significant disruptions in employment. There is a risk of increased polarization, within countries and across countries. Shifting the attention from high-income countries, this report takes the perspective of developing countries to ask: -- If new technologies reduce the importance of low-wage labor, how can developing countries compete? -- Do countries need to industrialize to develop? -- How can countries at different levels of development take advantage of new opportunities?
