Reaching Out to Africa's Orphans : A Framework for Public Action

The study begins by stressing three points. First, the number of orphans is growing at an alarming rate, and therefore the vulnerabilities associated with orphanhood require immediate attention. Second, because resources are limited and not all orphans are in need of assistance, there is an urgent need to target assistance to the neediest children in a nonstigmatizing fashion, within the framework of the present limited knowledge of what works and what does not. Adult Literacy Programs in Uganda

The purpose of this study is to compare, and contrast the resource requirements, and effectiveness of adult literacy programs in Uganda, assess its implementation, and recommend future policy for the development of adult literacy education. Without rapid and substantial improvements in education access and quality, broader poverty reduction efforts in Sub-Saharan Africa will be thwarted. This report argues that at the cusp of the 21st century, the opportunity to address the often intractable problems of education in Sub-Saharan Africa is perhaps greater than at any time in the past two decades. Economic growth has resumed in many countries; the political commitment to education development is strong; and new democracies have created a more favorable environment for the participation of civil society and communities in policy formulation and program implementation.
