The Bantuan Langsung Tunai (BLT) program had a clear and modest objective: supplement consumption for poor households facing unprecedented price increases. In 2005 subsidy cuts raised household fuel prices by an average of over 125 percent with 88, 186, and 105 percent increases in gasoline, kerosene, and solar (diesel) fuels respectively. BLT, a direct cash transfer in four installments over one year, funded from the implied budgetary savings from subsidy reductions, was in many respects the most significant Government of Indonesia (GOI) response to these programmed increases in fuel prices. Chad Public Expenditure Review in the Agricultural, Rural Development, and Food Security Sector

Over the review period covered by this report (2003-2012), the budget allocated to agriculture increased noticeably more than the sector’s contribution to GDP. This reflects a notable effort by the Chad authorities to increase the budget to boost this sector’s development in recent years. In this proactive context, Chad signed its CAADP compact in December 2013 to continue supporting agriculture’s revival. The CAADP is being implemented in Chad even as the terms of the National Rural Sector Investment Program (PNISR, 2014-2020) are being finalized. The Beras untuk Rakyat Miskin (Raskin) program was introduced as an emergency food security program in 1998; it delivers rice to be purchased at subsidized prices, prioritized to poor and near-poor households. In terms of government expenditure, Raskin remains the largest permanent social assistance transfer targeted to poor households in Indonesia. Though developed as a response to crisis, Raskin has become a permanent program and in real expenditure terms is one of the few social assistance programs with a larger budget in 2010 than in 2005. In 2010 Raskin accounted for nearly 53 percent of all household-targeted social assistance spending carried out by the central government.
