Agricultural expenditure is critical to the transformation of the agricultural sector in Nigeria. Yet spending on agriculture remains at low levels in spite of the sector’s huge potential for wealth creation, employment generation, and poverty reduction. This report is a summary of the findings of the Nigeria agricultural public expenditure review (AgPER) at the federal and subnational levels. The main objectives of this review are to (1) examine the extent to which the size and composition of public spending on agriculture is consistent with national and subnational agricultural policies and development priorities, (2) analyze the efficiency and effectiveness of public resources allocated to agriculture, (3) understand the cross-tier fiscal and planning relationships between the federal government and subnational governments, (4) develop a database of public agricultural expenditures at the ...

The rural sector, defined here as the economic sector that falls under the scope of the Ministry of Agriculture and Water (MAH), the Ministry of Animal Resources (MRA), and the Ministry of the Environment and Sustainable Development (MEDD), is one of the pillars of the Burkina Faso economy. In the first half of 1999, Kyrgyz authorities agreed with the International Development Association (IDA) that a review of Kyrgyz social expenditures, giving particular emphasis to health and education expenditures, would be valuable. This report presents findings from the resulting review undertaken between October 1999 and June 2000. Tanzania is largely an agriculture-based economy. This sector accounts for over three-quarters of national employment, and approximately 25 percent of gross domestic product (GDP). The national agricultural input voucher scheme (NAIVS) is a market smart input subsidy program designed in response to the sharp rise in global grain and fertilizer prices in 2007 and 2008. The main aim of the program is to raise maize and rice production, and thus preserve Tanzania's household and national food security. During the period from 2008 to 2013, approximately United States (U.S.) 300 million dollars has been invested in providing more than 2.5 million smallholder farmers with a 50 percent subsidy on a one acre package of maize or rice seed, and chemical fertilizer.
