dc.description.abstract	The Country Opinion Survey for FY2013 in Jamaica assists the World Bank Group (WBG) in gaining a better understanding of how stakeholders in Jamaica perceive the WBG. It provides the WBG with systematic feedback from national and local governments, multilateral/bilateral agencies, media, academia, the private sector, and civil society in Jamaica on 1) their views regarding the general environment in Jamaica; 2) their overall attitudes toward the WBG in Jamaica; 3) overall impressions of the WBG s effectiveness and results, knowledge work and activities, and communication and information sharing in Jamaica; and 4) their perceptions of the WBG s future role in Jamaica.	en

Strategic Reassurance in Institutional Contests : Explaining China's Creation of the Asian Infrastructure Investment Bank

The Asian Infrastructure Investment Bank (AIIB) has been widely conceived as a Chinese effort to promote reforms of global financial governance. While the existing literature of contested multilateralism tends to focus on the problem of threat credibility, this article highlights the necessity of strategic reassurance in institutional contests. To facilitate incremental reforms of the existing order, rising powers like China need not only to pose credible challenge towards established institutions, but also to demonstrate their benign intentions and commitment to future cooperation. Besides revealing strength and resolve, the creation of a new multilateral regime helps rising powers to signal their self-restraints and reassure other powers. Consequently, the institutional configuration of new multilateral organizations involves a trade-off between the dual needs for threats and reassurance. Chinese behaviors in creating the AIIB can be explained through this framework.

Introducing a Performance-Based School Grant in Jakarta : What Do We Know about Its Impact after Two Years?

This paper evaluates the early impact of introducing a performance component into Jakarta's school grant program on learning outcomes. Using administrative data, it applies difference-in-differences and regression discontinuity approaches to identify the impact of the grant by exploiting differences in program coverage over time, as well as by comparing changes in test scores between schools that received the additional performance award with schools that did not. The paper finds that the introduction of the performance component had different impacts on government primary and junior secondary schools. The program improved learning outcomes for primary schools at the bottom of the performance distribution and narrowed performance gaps across schools. Uncharted Waters : The New Economics of Water Scarcity and Variability

The 21st century will witness the collision of two powerful forces – burgeoning population growth, together with a changing climate. With population growth, water scarcity will proliferate to new areas across the globe. And with climate change, rainfall will become more fickle, with longer and deeper periods of droughts and deluges. This report presents new evidence to advance understanding on how rainfall shocks coupled with water scarcity, impacts farms, firms, and families. On farms, the largest consumers of water in the world, impacts are channeled from declining yields to changing landscapes. In cities, water extremes especially when combined with unreliable infrastructure can stall firm production, sales, and revenue. At the center of this are families, who feel the impacts of this uncertainty on their incomes, jobs, and long-term health and welfare. Although a rainfall shock may be fleeting, its consequences can become permanent and shape the destiny of those who experience it.
