West Bank and Gaza : Education Sector Analysis - Impressive Achievements Under Harsh Conditions and the Way Forward to Consolidate a Quality Education System

The Palestinian Education System comprises a Mandatory Basic Cycle covering Grades 1 to 10, divided into the Preparation Stage (Grades 1 to 4) and the Empowerment Stage (Grades 5 to 10). Optional Secondary Education covers Grades 11 and 12, with the option of general secondary education, and a few vocational secondary schools. Post secondary education is offered in 11 universities, (10 private and one public), 11 technical colleges (4 government, 2 UNWRA, 4 public and 1 private) which offer mainly 4 year programs. In addition there are 19 community colleges (1 government, 9 public, 2 UNRWA, and 7 private) that offer mainly two-year diploma courses in technical and commercial specializations. Why the Manufacturing Sector Still Matters for Growth and Development in Indonesia

Is Indonesia's manufacturing sector still relevant for growth and development? As a result of the last boom in global commodity prices between 2003 and 2008, resources in Indonesia shifted towards commodities and resource-based manufacturing as these sectors seemed to promise higher returns on investment. In recent quarters, however, the manufacturing sector has exhibited stronger output growth rates and attracted more investment. This note argues that building on the current momentum of manufacturing growth is critical for Indonesia's development (i) to support the creation of higher-productivity jobs, (ii) to sustain higher economic growth and progress in structural change, and (iii) to achieve long-term prosperity. A Workshop on Disaster Risk Reduction and Risk Transfer : Toward Concrete Action in South Asia and East Asia and the Pacific

This is a summary report of the South Asia Region and the East Asia Pacific regions training workshop from April 28-30, 2008 on the importance of disaster risk reduction and risk transfer including major concepts, models, and various applications of disaster risk reduction around the globe. This report represents an analysis and summary of the main presentations made during the course of the workshop. It provides a comprehensive assessment of the major points of discussion and an overview of the salient issues that emerged during the event. Specific policy recommendations are also outlined here which will serve as an important instrument for relevant Bank projects and client governments facing issues of how to mainstream disaster risk reduction practices into development initiatives.

Yemen - Sector Wide Approach in the Water Sector : Assessment of Readiness and Opportunities

This report reviews the economically vital and under-funded water sector in Yemen in alignment with the national water strategy and in harmonization with Yemen's development partners to provide support to water strategy implementation. The results indicate that at the level of the water sector, there is willingness and desire to move to a sector wide approach. Yemen National Water Sector Strategy and Investment Program was an integrated and shared strategy and could serve as a platform for common and integrated approaches to sector investment. Therefore, the Government of Yemen and donors agreed to explore the possibilitiessector wide approach investment strategy and the Bank was asked to help assess the potential relevance and scope. Yemen : Towards Deeper Trade Integration

This note sketches a possible strategy for Yemen to deepen integration with the Gulf Cooperation Council (GCC). It advocates that Yemen put priority on such integration as a complement to its ongoing effort to accede to the WTO, and pause temporarily the implementation of the free trade agreement with Arab League signatories of the Greater Arab free Trade Agreement. As there is no standard set of GCC accession requirements, closer integration with the GCC will require development of specific action plans for the various policy areas covered by the GCC that identify specific measures to be undertaken by Yemen and GCC partners to realize the potential benefits of cooperation.
