dc.description.abstract	Investment commitments to new infrastructure projects with private participation (PPI projects) reaching closure in developing countries fell by 25 percent in the first quarter of 2010 compared with the same quarter of 2009. The absence of unusually large projects (US$4 billion or more), such as those that reached closure in the first quarter of 2009, explains the investment decline. If those projects were excluded, investment would have grown 17 percent in the first quarter of 2010 compared with the same quarter in 2009. New PPI activity was concentrated in India, which accounted for more than half of investment in the first quarter of 2010. Three other large economies (Brazil, China, and Turkey) saw lower investment in this quarter than in the same quarter of 2009. The remaining developing countries saw some investment growth. By sector, energy continued to account for the bulk of new investment despite the investment drop in the first quarter of 2010. In transport, investment was stable compared with the first quarter of 2009. In water and sewerage investment grew although it remained at a very low level. Across sectors, new private activity, as measured by the number of projects, fell by 25 percent in the first quarter of 2010 compared with the same quarter of 2009.	en

Climate change poses an enormous challenge to development. By 2050, the world will have to feed 9 billion people, extend housing and services to 2 billion new urban residents, and provide universal access to affordable energy, and do so while bringing down global greenhouse gas emissions to a level that make a sustainable future possible. At the same time, floods, droughts, sea-level rise, threats to water and food security and the frequency of natural disasters will intensify, threatening to push 100 million more people into poverty in the next 15 years alone. Countries are now moving with increasing urgency to develop more sustainable energy and transport systems, strengthen the resilience of their cities, and prepare people, public services and infrastructure for climate shocks to come. Urban Design, Public Spaces, and Social Cohesion : Evidence from a Virtual Reality Experiment

Public spaces can be an instrument to increase social cohesion, yet they are often underutilized. This paper presents findings from a randomized virtual reality experiment with more than 2,000 participants in Karachi, Pakistan. The paper investigates the relationship between urban design, willingness to use public spaces, and social cohesion. The findings show that exposure to a two-and-a-half-minute-long virtual reality experience featuring various urban design and social diversity elements has a statistically significant impact. In particular, improvements in the design of a public park through the virtual reality experience increased the park's perceived attractiveness and participants' willingness to use it. As the world’s most traded commodity, oil production is typically well monitored and analyzed. It also has established links to geopolitics, international relations, and security. Despite this attention, the illicit production, refining, and trade of oil and derivative products occur all over the world and provide significant revenues outside of the oversight and regulation of governments. A prominent manifestation of this phenomenon is how terrorist and insurgent organizations—including the Islamic State group, also known as ISIL/ISIS or Daesh—use oil as a revenue source. Understanding the spatial and temporal variation in production can help determine the scale of operations, technical capacity, and revenue streams. This information, in turn, can inform both security and reconstruction strategies. To this end, we use satellite multi-spectral imaging and ground-truth pre-war output data to effectively construct a real-time census of oil production in areas controlled by the ISIL terrorist group.
