dc.description.abstract	In 2010, 23 infrastructure projects with private participation reached financial or contractual closing in five low- and middle-income countries in Europe and Central Asia, involving investment commitments of US$14.8 billion. Infrastructure projects implemented in the 1990-2009 period attracted new investment of US$12.8 billion, bringing total investment commitments to infrastructure sectors to US$27.6 billion in 2010. Public Private Infrastructure (PPI) activity was also concentrated on green field projects, which accounted for 12 of the 23 new projects and attracted 74 percent of regional investment in 2010.	en

The Sunken Billions Revisited : Progress and Challenges in Global Marine Fisheries

Global marine fisheries are in crisis: 90 percent are fully fished and overfished. The result is lost economic benefits of approximately $83 billion a year ---the “sunken billions” of the title. Reducing overfishing would allow severely overexploited fish stocks to recover over time. Subsequently, the combination of larger fish stocks and reduced but sustainable fishing activities would lead to higher economic yields. However, to reach that equilibrium, comprehensive and coordinated reforms are necessary. The Sunken Billions Revisited: Progress and Challenges in Global Marine Fisheries builds on The Sunken Billions: The Economic Justification for Fisheries Reform, a 2009 study published by the World Bank and Food and Agriculture Organization of the United Nations, but with a deeper regional analysis.

The World Bank has used an income classification to group countries for analytical purposes for many years. Since the present income classification was first introduced 25 years ago there has been significant change in the global economic landscape. As real incomes have risen, the number of countries in the low income group has fallen to 31, while the number of high income countries has risen to 80. As countries have transitioned to middle income status, more people are living below the World Banks international extreme poverty line in middle income countries than in low income countries. These changes in the world economy, along with a rapid increase in the user base of World Bank data, suggest that a review of the income classification is needed. Trust, Voice, and Incentives : Learning from Local Success Stories in Service Delivery in the Middle East and North Africa

This report examines the role of incentives, trust, and engagement as critical determinants of service delivery performance in MENA countries. Focusing on education and health, the report illustrates how the weak external and internal accountability undermines policy implementation and service delivery performance and how such a cycle of poor performance can be counteracted. Case studies of local success reveal the importance of both formal and informal accountability relationships and the role of local leadership in inspiring and institutionalizing incentives toward better service delivery performance. Enhancing services for MENA citizens requires forging a stronger social contract among public servants, citizens, and service providers while empowering communities and local leaders to find 'best fit' solutions. Learning from the variations within countries, especially the outstanding local successes, can serve as a solid basis for new ideas and inspiration for improving service delivery.
