dc.description.abstract	How can recent Bank-led research on development, security and conflict inform policy choices in Middle East and North Africa (MENA)? The Arab spring has presented a level of protest and political transition in the region not seen since the fall of the Ottoman Empire and the end of the colonization period in the middle of the twentieth century. However, research shows that leadership changes in MENA have often been followed for a couple of years by the heightened risk of conflict and violence as newly-arrived regimes and citizenries attempt to assert their authority and rights. This quick Note considers that question from the perspective of the 2011 World Development Report (WDR) on 'conflict, security, and development' and a complementary regional Bank study.	en

High and Dry : Climate Change, Water, and the Economy

The impacts of climate change will be channeled primarily through the water cycle, with consequences that could be large and uneven across the globe. Water-related climate risks cascade through food, energy, urban, and environmental systems. Growing populations, rising incomes, and expanding cities will converge upon a world where the demand for water rises exponentially, while supply becomes more erratic and uncertain. They will jeopardize growth prospects in the regions worst affected and in some of the poorest countries. These challenges are not insurmountable, however, and smart policies that induce water-use efficiency, align incentives across regional and trading partners, and invest in adaptive technologies can go a long way toward reducing or eliminating these negative effects.

Quantifying the Rural-Urban Gradient in Latin America and the Caribbean

This paper addresses the deceptively simple question: What is the rural population of Latin America and the Caribbean (LAC)? It argues that rurality is a gradient, not a dichotomy, and nominates two dimensions to that gradient: population density and remoteness from large metropolitan areas. It uses geographically referenced population data (from the Gridded Population of the World, version 3) to tabulate the distribution of populations in Latin America and in individual countries by population density and by remoteness. It finds that the popular perception of Latin America as a 75 percent urban continent is misleading. Official census criteria, though inconsistent between countries, tend to classify as "urban" small settlements of less than 2,000 people. Many of these settlements are however embedded in an agriculturally based countryside. The paper finds that about 13 percent of Latin America populations live at ultra-low densities of less than 20 per square kilometer.
