dc.description.abstract	Young Palestinians face serious employment challenges upon graduation. In 2009, unemployment among youth 15-24 years old was 28 percent for men and 36 percent for women in West Bank and 57 percent for men and 68 percent for women in Gaza. To better understand the reasons behind these poor labor market indicators, the Ministry of Education and Higher Education (MOEHE) in collaboration with the World Bank conducted focus group discussions with concerned stakeholders in March 2011. This quick note provides a summary of the presentation on the patterns of education-to-work transitions of youth in the West Bank and Gaza (WBG) made by the World Bank team to the focus group meetings. It also incorporates a summary of the subsequent discussions.	en

The Human Capital Project

By improving their skills, health, knowledge, and resilience—their human capital—people can be more productive, flexible, and innovative. Human capital is a central driver of sustainable growth and poverty reduction. Investments in human capital have become more important as the nature of work has evolved. Yet despite substantial progress, significant gaps in human capital investments are leaving the world poorly prepared for what lies ahead. The World Bank Group has launched the Human Capital Project (HCP) to mobilize efforts to address these gaps. The project is intended to raise awareness of the costs of inaction and make the case for investing in people through country engagement and analytical work. The goal of the HCP is a world in which all children arrive at school ready to learn, the time spent in school translates into better learning, and they can grow up to live and work as healthy, skilled, and productive adults. Training Funds and the Incidence of Training : The Case of Mauritius

Training funds are used to incentivize training in developing countries, but the funds are based on payroll taxes that lower the return to training. In the absence of training funds, larger, high-wage and more capital-intensive firms are the most likely to offer training unless they are liquidity constrained. If firms are not liquidity constrained, the fund could lower training investments. Using an administrative data set on the Mauritius training fund, we find that the firms most likely to train pay more in taxes than they gain in subsidies. The smallest firms receive more benefits than they pay in taxes.

Social Cohesion and Refugee-Host Interactions : Evidence from East Africa

Building upon the literature on contact theory, this paper explores the role of inter-group interaction in shaping social cohesion between refugees and host communities in East Africa. It draws upon ﬁrst-hand quantitative (n=16,608) and qualitative data collected from refugees and nearby host communities in urban and camp-like contexts in Ethiopia, Kenya, and Uganda. Focusing on the Uganda data, OLS regressions reveal a positive and signiﬁcant correlation between refugee-host interaction and the perception of hosts towards refugees. This association disappears when an instrumental variable (IV) approach is used to address endogeneity issues, except when only data from the urban context is used.
