dc.description.abstract	Traditional medicine refers to the ways that existed of protecting and restoring health before the arrival of modern medicine (World Health Organization - WHO 1996). It has also been defined as the sum total of all knowledge and practices used in the prevention, diagnosis, and elimination of physical, mental or social imbalances and which relies exclusively on practical experience and observation handed down from generation to generation, whether orally or in writing. It has bee debated whether the word traditional should be used at all, as it implies some degree of stagnancy or backwardness.	en

La région du Moyen-Orient et Afrique du Nord (MENA) passe dans un état de changement volatile. Cette période de changement impose des difficultés sur les gens de la région, et les foyers de conflit et de violence représentent un danger évident non seulement sur le plan régional, mais aussi global. Dans ces circonstances, il est essentiel de se concentrer sur le bien-être de la jeunesse de la région et leur santé économique et institutionnelle afin de jeter les bases pour une stabilité durable et une prospérité partagée. Les institutions et les services publics sont au coeur de cet effort. En particulier, il est crucial d’exploiter la capacité des institutions publiques à aligner leurs mesures incitatives sur les besoins de la population; la capacité des systèmes d’éducation et la capacité des systèmes de santé. Au lendemain de l’indépendance, les dirigeants des pays de la région MENA ont promis à leurs citoyens l’industrialisation et de meilleures conditions de vie grâce à l’intervention de l’Etat. Hidden Debt : Solutions to Avert the Next Financial Crisis in South Asia

The COVID-19 crisis, which has sent economies in South Asia and around the world into a deep recession, has highlighted South Asia’s rising debt levels and sizable hidden liabilities. State-owned enterprises, state-owned commercial banks, and public-private partnerships have been at the center of the rising debt wave and the latest pandemic response. Historically, South Asia has relied on these direct public interventions more than other regions. The interventions have helped governments tackle key development challenges and rapidly deliver relief measures during crises. However, because of their inefficiencies and weak governance, the interventions are also a significant source of public indebtedness and macrofinancial risks. Hidden Debt examines the trade-off between tackling development challenges through direct state presence in the market and avoiding unsustainable debt due to economic inefficiencies of such off–balance sheet operations, which greatly leverage public capital.
