dc.description.abstract	During the workshop organized by traditional healers at the XIIIth International HIV/AIDS Conference in Durban, South Africa in July 2000, the issue of the legal recognition and the legal status of this ancestral form of healing was once again discussed. The healers underlined the important role that they play in the preservation and rehabilitation of their fellow citizens' health, with at least 75 percent of the African population using their services.	en

Missed Opportunities : The High Cost of Not Educating Girls

Too many girls drop out of school prematurely, especially in low income countries. Low educational attainment for girls has negative consequences not only for them, but also for their children and household, as well as for their community and society. This study documents the potential impacts of educational attainment for girls and women in six domains: (1) earnings and standards of living; (2) child marriage and early childbearing; (3) fertility and population growth; (4) health, nutrition, and well-being; (5) agency and decision-making; and (6) social capital and institutions. The results are sobering: the potential economic and social costs of not educating girls are large. Low educational attainment reduces expected earnings in adulthood, and it depresses labor force participation, leading to lower standards of living. When girls drop out of school prematurely, they are much more likely to marry as children, and have their first child before the age of 18 when they may not yet be ready to be wife and mothers. School Infrastructure in Paraguay : Needs, Investments, and Costs

What is the state of school infrastructure for primary and secondary education in Paraguay? How much is invested by the government in order to improve school infrastructure, and how have these investments evolved over time? What is the legal framework for such investments and is it appropriate? Given budget constraints, which types of investments are likely to be most needed in order to help improve student learning? Finally, how well targeted to the schools most in need are the infrastructure investments being made today? In order to help inform decision making by the Ministry of Education in this area, the objective of School Infrastructure in Paraguay is to answer these questions on the basis of administrative budget data, as well as school-level data collected through a 2008 school infrastructure census.

Trust, Voice, and Incentives : Learning from Local Success Stories in Service Delivery in the Middle East and North Africa

This report examines the role of incentives, trust, and engagement as critical determinants of service delivery performance in MENA countries. Focusing on education and health, the report illustrates how the weak external and internal accountability undermines policy implementation and service delivery performance and how such a cycle of poor performance can be counteracted. Case studies of local success reveal the importance of both formal and informal accountability relationships and the role of local leadership in inspiring and institutionalizing incentives toward better service delivery performance. Enhancing services for MENA citizens requires forging a stronger social contract among public servants, citizens, and service providers while empowering communities and local leaders to find 'best fit' solutions. Learning from the variations within countries, especially the outstanding local successes, can serve as a solid basis for new ideas and inspiration for improving service delivery.
