dc.description.abstract	This short country report, a result of larger Information for Development Program (infoDev)-supported survey of Information and Communication Technologies (ICT) in education in Africa, provides a general overview of current activities and issues related to ICT use in education in the country. Madagascar has begun to take steps towards promoting ICTs for development with the adoption of two policies: 1) the national ICT policy in 2004; and 2) the economic and social development policy, the Madagascar Action Plan for 2007-2012, which promotes the expansion of ICT infrastructure and access in the country including the establishment of ICT centers in schools. The country does not have a national ICT policy for education, and the level of access to ICTs including connectivity is relatively low. There are a few initiatives in the country that attempt to promote the access and use of ICTs to support learning and teaching, but these largely assume the form of extracurricular projects.	en

La région du Moyen-Orient et Afrique du Nord (MENA) passe dans un état de changement volatile. Cette période de changement impose des difficultés sur les gens de la région, et les foyers de conflit et de violence représentent un danger évident non seulement sur le plan régional, mais aussi global. Dans ces circonstances, il est essentiel de se concentrer sur le bien-être de la jeunesse de la région et leur santé économique et institutionnelle afin de jeter les bases pour une stabilité durable et une prospérité partagée. Les institutions et les services publics sont au coeur de cet effort. En particulier, il est crucial d’exploiter la capacité des institutions publiques à aligner leurs mesures incitatives sur les besoins de la population; la capacité des systèmes d’éducation et la capacité des systèmes de santé. Shock Waves : Managing the Impacts of Climate Change on Poverty

Ending poverty and stabilizing climate change will be two unprecedented global achievements and two major steps toward sustainable development. But the two objectives cannot be considered in isolation: they need to be jointly tackled through an integrated strategy. This report brings together those two objectives and explores how they can more easily be achieved if considered together. It examines the potential impact of climate change and climate policies on poverty reduction. It also provides guidance on how to create a “win-win” situation so that climate change policies contribute to poverty reduction and poverty-reduction policies contribute to climate change mitigation and resilience building. The key finding of the report is that climate change represents a significant obstacle to the sustained eradication of poverty, but future impacts on poverty are determined by policy choices: rapid, inclusive, and climate-informed development can prevent most short-term impacts whereas immediate pro-poor, emissions-reduction policies can drastically limit long-term ones.

The State of the Global Clean and Improved Cooking Sector

The global clean and improved cooking solutions sector has evolved significantly in recent years. Clean and improved cooking solutions are also beginning to generate attractive market opportunities for local and international private enterprises in the provision of cooking appliances, fuels, and financing. This report covers all clean and improved cooking solutions that can improve on the fuel efficiency and emissions performance of traditional cooking technologies such as the three stone fire, open U-shaped clay or mud stoves, metal bucket charcoal stoves, and unvented coal stoves.
