dc.description.abstract	When designing and implementing a project in a conflict-affected country, some of the conflict's more obvious impacts-damage to infrastructure and energy supplies, are apt to immediately come to mind. However, based on the experiences with the Kosovo privatization program, there are additional problems related to a conflict's aftermath that may be overlooked during a project's design but which should be addressed, and these form the basis for this smart lesson paper.	en

Dutch Disease and Spending Strategies in a Resource-Rich Low-income Country : The Case of Niger

This paper examines spending plans suggested by the recent literature regarding Dutch disease and examines their implications to Niger relative to its expanding mineral sector. The key to the benefits of significant mineral revenue lies with the productivity and supply responses of spending. If significant output gain is ensured, then there is little difference across the spending plans in their effects on real consumption. The overshooting of relative prices of the non-tradable sector or the shrinking share of traded sectors in gross domestic product is also ameliorated with greater supply flexibility. Growth paths of alternative spending strategies differ markedly in timing and pattern when spending does not raise productivity. This study assesses the current state of Public Financial Management and Accountability (PFMA) systems in Indian urban local bodies. It identifies, analyzes, and documents good practices, focusing on their existing context, success factors, and replicability. It is important to mention that urban governance in India is a state subject and there are vast differences in the levels of reform that have achieved in different states. For the purpose of comparison, this study has developed good practice benchmarks in each PFMA area and used those to compare practices across Urban Local body (ULB)s. The study analyzes linkages between the legislative, budgeting, implementation, reporting, and oversight process in urban local bodies. Amidst a fragile recovery, three clouds are gathering over the economic horizon: US inflation could provoke financial tightening, China’s structural slowdown and zero-COVID-19 policy could dampen regional exports, and the conflict between Russia and Ukraine could disrupt food and fuel supplies, spook financial markets, and undermine business confidence. Counterposed against these risks, are three opportunities. First, shifts in the patterns of comparative advantage are creating new niches in both goods and services trade. Second, the diffusion of technologies could boost productivity. Finally, new green technologies could allow countries to cut carbon emissions without unacceptable cuts in consumption or growth. Accordingly, policy action must help countries to both affect the risk and grasp the opportunities. We begin by addressing three proximate questions: What is happening to the economies? Why? And what can we expect? We then discuss the policy options that can help East Asia and Pacific economies weather the shocks and ensure sustainable growth.
