dc.description.abstract	Rapid growth in project finance, driven by huge increases in liquidity, helped fuel the gains in private participation in infrastructure (PPI) in developing countries in the past decade. But when the financial crisis hit, the excess liquidity began to dry up as lenders backed away from practices that had helped generate it. The effects are already apparent in greater delays in financial closures, more cancellations, and higher financing costs for PPI projects. If full recovery of the project finance market takes much longer than expected, some of the measures that are now being adopted to avoid shutting down project pipelines might have unintended and very negative consequences.	en

Countries around the world are facing the need to build effective, accountable, and inclusive institutions. Rebalancing Inclusive and Sustainable Growth to Continue Reducing Poverty in Bolivia : Systematic Country Diagnostic Update

Bolivia made substantial progress in reducing poverty and inequality during the commodity boom, and despite the adverse external context of the past five years, poverty reduction continued, albeit more slowly. Expansionary policies allowed the country to continue growing and reducing poverty until the pandemic but did so at the expense of large macroeconomic imbalances that increased public debt and eroded the buffers. With these challenges exacerbated by the pandemic and limited room to continue fueling domestic demand, igniting other sources of inclusive and sustainable growth calls for addressing both the immediate challenges of the COVID-19 crisis and structural constraints. The three challenges identified five years ago in the first Systematic Country Diagnostic remain, but their urgency has increased.

Introducing the Adequate Housing Index : A New Approach to Estimate the Adequate Housing Deficit within and across Emerging Economies

This paper introduces a micro-founded methodological framework to estimate the housing deficit across and within emerging economies. It introduces the Adequate Housing Index, which provides a comparable assessment of adequate housing based on seven adequacy dimensions that are held constant across all countries. The adequacy dimensions were obtained and harmonized from countries’ most recent household expenditure and consumption surveys. The paper documents large differences in housing adequacy across a sample of 64 emerging economies, as well as wide within-country disparities such as across income groups, locations, and occupations. Estimates of the Adequate Housing Index show that across the sample of 64 emerging economies, there is a current housing deficit of 268 million housing units affecting 1.26 billion people.
