dc.description.abstract	The public-private partnership (PPP) for the national water utility of Cote d'Ivoire is the oldest and largest water PPP in the developing world. In place since 1960 and today serving more than 7 million people, this PPP has provided quality service for decades and made remarkable progress in expanding access in the 1990s. It even proved resilient to civil strife and the de facto partition of the country in 2002. This African success story shows that a pragmatic partnership between a committed government and an efficient private operator can produce tangible and sustained benefits for the population.	en

La région du Moyen-Orient et Afrique du Nord (MENA) passe dans un état de changement volatile. Cette période de changement impose des difficultés sur les gens de la région, et les foyers de conflit et de violence représentent un danger évident non seulement sur le plan régional, mais aussi global. Dans ces circonstances, il est essentiel de se concentrer sur le bien-être de la jeunesse de la région et leur santé économique et institutionnelle afin de jeter les bases pour une stabilité durable et une prospérité partagée. Les institutions et les services publics sont au coeur de cet effort. En particulier, il est crucial d’exploiter la capacité des institutions publiques à aligner leurs mesures incitatives sur les besoins de la population; la capacité des systèmes d’éducation et la capacité des systèmes de santé. The resurgence of violent conflict in recent years has caused immense human suffering, at enormous social and economic cost. Violent conflicts today have become complex and protracted, involving more non-state groups and regional and international actors, often linked to global challenges from climate change to transnational organized crime. It is increasingly recognized as an obstacle to achieving the Sustainable Development Goals by 2030. This has given impetus for policy makers at all levels – from local to global – to focus on preventing violent conflict more effectively. Grounded in a shared commitment to this agenda, Pathways for Peace: Inclusive Approaches to Preventing Violent Conflict is a joint United Nations and World Bank study that looks at how development processes can better interact with diplomacy and mediation, security and other tools to prevent conflict from becoming violent. Firms’ Locational Choice and Infrastructure Development in Rwanda

Agglomeration economies are among the most important factors to increase firm productivity. However, there is little evidence supportive of this in Africa. By applying the conditional and nested logit models, this paper examines the relationship between firm locations and infrastructure accessibility in Rwanda. It is found that agglomeration economies matter to even one of the smallest countries in Africa. It is also found that infrastructure availability has an important role in affecting the firm location decision. Electricity access and transport connectivity to the domestic and international markets are found to be important to attract new investment. In addition, the quality of local labor supplied, measured by educational attainment, is found as an important determinant of firm location, while the effect of labor costs remains inconclusive.
