dc.description.abstract	Statestat is Maryland's performance measurement and management system. In use since 2007, Statestat was originally modeled after Baltimore's citistat as a way of capturing and monitoring the progress of government service delivery using frequently updated data. Through a process of continual re-evaluation by the Governor, his executive staff, and agency leadership during bi-weekly meetings, new and improved strategies emerge for delivering key public services effectively and efficiently. Located within the Governor's offices in Annapolis, a lean staff provides the logistical and analytical support for the operation. A recent visit to Statestat by the Public Sector Performance (PSP) Global Expert Team (GET) in November 2009 revealed a set of interesting findings applicable to countries developing performance management systems.	en

Vietnam's power sector has developed rapidly since the 1990s to become a top performer among developing countries. This success has occurred mostly under a state-owned utility, Electricity Vietnam. Select market-oriented reforms to date have also had some positive impact. By the late 1990s, the Government realized the need to gradually introduce competition to ensure long-term sustainability without jeopardizing security of supply for the fast-growing economy. Vietnam's 2004 Electricity Law has provided the framework to develop a competitive power market, unbundle Electricity Vietnam, set prices that better reflect costs, promote private investment, and establish a regulatory authority. Electricity Provision and Tax Mobilization in Africa

This paper provides evidence on how the provision of social infrastructure, such as reliable electricity, can be leveraged to increase taxation in developing countries, particularly in Sub-Saharan Africa. First, using comprehensive data from the latest round of the Afrobarometer survey, the paper uses the instrumental variable approach to estimate the effect of access to and reliability of electricity on the tax compliance attitudes of citizens in 36 countries in Sub-Saharan Africa. The evidence shows a significant positive effect of electrification on tax compliance attitudes, with potentially strong externalities. The analysis also finds that the reliability of supply is crucial in explaining the impact of electricity access on attitudes toward taxes. Countries regularly track gross domestic product (GDP) as an indicator of their economic progress, but not wealth—the assets such as infrastructure, forests, minerals, and human capital that produce GDP. In contrast, corporations routinely report on both their income and assets to assess their economic health and prospects for the future. Wealth accounts allow countries to take stock of their assets to monitor the sustainability of development, an urgent concern today for all countries. The Changing Wealth of Nations 2018: Building a Sustainable Future covers national wealth for 141 countries over 20 years (1995–2014) as the sum of produced capital, 19 types of natural capital, net foreign assets, and human capital overall as well as by gender and type of employment.
